The effectiveness of technology that provides a superiority to the powerful side requires the powerless side to apply new techniques to balance the struggle. The powerless side aiming to create asymmetric effect, arises as a threat ambigious for where, when, how and on the part of who sides,arises as an ambigious threat which is not certain where, when and how it will ocur and by whom it will be carried out by intermingling into population and abusing human rights and democracy conceptions in front of media and these types of treats are named as hybrid threat. The asymmetric effect originated by hybrid threats, shifts its conflict zone from rural to cities conjunction with the population growth from rural to urban. Urban warfare, urban operations, close quarter conflict in urban areas are the issues that will be perminently remain on the agenda of 21st century’s struggle core. The threat’s alteration directly influences the security policies and campaign.The terrorist acts performed in the urban area’s concentrated populace towards questioning the legitimacy of state, requires the development of security forces’ capability and ability.. It isn’t solely enough with the tactical methods to prevent the faults on tactical operational environment that can stir up strategic effect. About the conflict taking place in front of media, public opinion should be moled with a presentation of integrated approach afterwards the startegic target can be reached. The purpose of this study is raising awareness of abilities gained especially within the scope of concept, organization, leadership, training, equipment and training facilities associated with conversion of threat.

Teknolojinin güçlü tarafa sağladığı üstünlük, güçsüz tarafın mücadelede eĢitliği sağlayabilecek yöntemlere baĢvurmasını gerektirmektedir. Asimetrik etki sağlamak isteyen güçsüzler, sivil insanlar arasına karıĢarak, medya önünde insan hakları ve demokrasi kavramlarını suiistimal ederek nerede, ne zaman, nasıl ve kim tarafından gerçekleĢeceği belli olmayan tehdit olarak ortaya çıkmakta ve bu tip tehditlere melez tehdit adı verilmektedir. Melez tehdidin yaratmıĢ olduğu asimetrik etki, mücadele sahasını Ģehirdeki nüfusun çoğalması ile birlikte Ģehirlere kaydırmıĢtır. Meskûn mahalde muharebe, meskûn mahalde harekât, meskûn mahalde yakın alan çatıĢması 21.yy.da mücadelenin özünde sürekli gündemde kalacak konulardır. Tehdidin değiĢimi, güvenlik politikalarını ve güvenlik mücadelesini doğrudan etkilemektedir. Meskûn mahalde sivillerin yoğunlaĢtığı ortamda gerçekleĢtirilen devletin meĢruiyetinin sorgulanmasına yönelik tehditlere karĢı güvenlik kuvvetlerinin imkân kabiliyetlerinin geliĢtirilmesini gerektirmektedir. Taktik alanda stratejik etki yaratabilecek hataları önlemek için sadece taktiksel yöntemler yeterli olmamaktadır. Medya önünde gerçekleĢen mücadeleye karĢı bütünsel bir yaklaĢım ortaya konularak kamuoyu oluĢturulmalı ve stratejik hedefe ulaĢılmalıdır. Bu çalıĢmanın amacı tehdit değiĢimi ile birlikte kazanılması gereken yetenekler kapsamında özellikle konsept, teĢkilatlanma, liderlik, eğitim, teçhizat ve eğitim tesisleri konusunda farkındalık yaratmaktır.
