Intel i5-3470 gives less core speed (2.90 instead of 3.20)

Hello,
I've bought a used intel i5-3470 cpu it's in excellent condition.

but it's showing 2.90 core speed in CPU Z and in windows info
is that normal or what?

system specs:
Windows 10 pro
Gigabyte H61M-DS2H
Ram: G.Skill 8GB
CPU: Intel i5-3470
Intel fan

I used Bench CPU/Stress CPU from CPU-Z menu, and watched the performance in the task manager it didn't go more than 2.90ghz, even it's written in task manager performance (Maximum speed: 2.90GHz)

2.90Ghz was my previous cpu (G2020)
 
It looks like the CPU Clock Ratio (or multiplier) is set incorrectly. This is found on the "Advanced Frequency Settings" of the "MIT" BIOS page. For a frequency of 3.2GHz this should be set to 32. (Currently, according to CPUz, it is set at 29 - this was probably the appropriate value for your old CPU.)
 


I just upgraded my bios to the newest version (F8a beta) and i guess when i did this, the bios refreshed its settings.

as i can see now everything changed.
