The soft pops of ice melting in a glass and low murmurs of active conversation in the main office gave the First Prince’s private office a calm, almost relaxed atmosphere. It was a far cry from the usual activity, wherein aides came and went as needed to facilitate the day-to-day operations of House Davion’s vast interstellar empire. The most tedious aspects of the bureaucracy were unloaded onto proxies of course, but even with accountants triple-checking one another to make sure each and every Pound was accounted for some decisions still demanded more direct attention.

First Prince Ian Yorinaga Kurita-Davion plucked the last of the gyoza from a serving tray, dipped it, and popped it into his mouth without a word. The little dumpling burst as he bit into it, filling his mouth with the pleasantly salty mix of ground pork and finely chopped vegetables. They’d been prepared perfectly by a Draconis Combine-born chef carefully vetted by the MIIO and, more importantly, recommended by Ian’s “uncle,” Chandrasekhar Kurita. The wily old Buddha valued stability, trade, and family above nearly all, and had been nearly as much a fixture in Ian’s life as Hanse Davion himself. The two men were similar in Ian’s eyes: Hanse saw himself as the steward of the Federated Suns, his elder brother had been the rightful heir, so it had been Hanse’s duty to safeguard the realm until a true heir could be trained for the role. Chandrasekhar chose to temper his personal ambitions, even if he denied himself little else. Yumi was the greatest threat to Ian’s peaceful rule and, in turn, Ian was the greatest threat to Yumi’s. The Draconis Combine had never been led by a woman, and there were many hard-liners who would gladly see Yumi dead and Ian or, god forbid, Hiro installed in her place.

“If the average citizen of the Federated Suns saw you eating those,” Duke Tancred Sandoval said wryly, “they’d riot.”

Ian didn’t even look up. “Good food is good food. They wouldn’t complain if I renamed them ‘freedom dumplings.’”

Across the desk, a third man pushed his plate of Gyoza away without so much as sampling one. He scowled openly, “I still don’t see why funding a Draconis Combine BattleMech upgrade is any of our concern,” Duke Eric Dresari was a respectable noble, but the Lord of Kentares IV had every right to hate and distrust the Draconis Combine and their intentions. Over 52 million people had been killed by the Draconis Combine during the infamous Kentares massacre. 250 years was hardly enough time for those particular scars to heal. Ian sympathized, but propping up the Draconis Combine in their ongoing war with the Clans was vital to the security of the Federated Suns.

“The Panther is woefully out of date. We have an opportunity to help the Draconis Combine upgrade their existing Panthers to a design we have complete technical specifications for.” Ian looked up from his lunch, and met Dresari’s angry but uncertain gaze. “The Panther’s the most common ‘Mech in the Combine, if they upgrade all of them to Wights we’ll have near total knowledge of the DCMS’s capabilities on and off the field. They’ve gifted us an intelligence windfall in exchange for a few hundred million c-bills. If you can think of a better use for the money, I’m all ears.”

“The Watchman program could use that money,” Duke Sandoval offered. “Every militia unit in the Federated Suns will have a full lance of Watchman ‘Mechs by the end of the year. Robinson Standard BattleWorks has already presented a plan to utilize the Watchman chassis to develop two new medium ‘Mechs to supplement them. The Watchman is already more economical than the Wight, with expanded production we could even begin exporting the design to the Draconis Combine.”

“Outrageous,” Duke Dresari snorted. “You may be content to take the Draconis Combine’s gold, Duke Sandoval, but I’m not. Do you want to tell the First Prince about the Hell’s Horses’ request, or should I?”

Ian tipped his head back, an eyebrow raised inquisitively.

Tancred sneered, “The Hell’s Horses have proposed the development of a new assault ‘Mech, to act as a stepping stone between the BattleMaster and our own Annihilator. I’m not impressed with the design. It’s swift as the BattleMaster but it still strikes me as a lesser version of the Annihilator, and the Hell’s Horses haven’t presented us with many economical designs.”

“We should fund a new design.” Dresari pressed. Undermining Duke Sandoval’s original suggestion by suggesting he was biased towards any plan that benefitted Robinson had certainly been Dresari’s plan all along. The Hell’s Horses did demand attention, to be sure, but helping them fund an assault ‘Mech they weren’t likely to be inclined to share was laughable.

“One that honors your father, Hanse Davion, and his accomplishments. The Federated Suns is in dire need of home-grown heavy BattleMechs, and if the Draconis Combine is a concern you can offer the new models to the Federated Foreign Legion for field testing. Prince, we must face facts: the Argus and JagerMech aren’t likely to frighten off so much as a Kuritan Roughneck, much less whatever House Liao is cooking up behind their silent curtain.”

Tancred Sandoval slammed his fist on the desk as he jumped to his feet. He speared Dresari with a furious glare. “If you’re going to sell the First Prince on the pipe dream of a new ‘Mech, you may as well push for that black ops model MIIO keeps clamoring for now that the Firestarter OmniMech’s anti-infantry capabilities have been called into question.”

“Gentlemen, please.” Ian raised his hands but didn’t rise from his chair. His calm voice seemed to assuage Tancred’s anger somewhat. Well, that was understandable too, no one liked being thrown under the proverbial hover-bus. “We have plenty of time to make a decision, and you’ve both raised some intriguing prospects. So let’s hash things out, shall we?”

Ian put on his brightest, friendliest smile the way another man might have put on a hat. “And, Duke Dresari, if you’re not interested in finishing your gyoza, I will gladly polish them off.”

Superiority doctrine is a real non-starter to me. For the resource-conscious Capellans, it doesn't make a lot of sense. Settled on mobility doctrine over combined arms because it will better differentiate them from their neighbors.

Fred Steiner has always struck me as someone with a preference for the classic mold of "honorable combat," even when he was trying to be Archon, so B and C feel like they make no sense. Also the Storm Raider is awful and nobody should ever be asked to pilot it. So it was down to A and D, and ultimately settled on A. With DefHes in Skye, Coventry Metal Works is the biggest domestic arms factory. They'd have additional influence to get more of the lighter units they've historically specialized in on the field.

1. Instability in either the FedSuns or the Combine helps no one, and more trade and cooperation will increase the number of people who can appreciate gyoza

2. The CapCon being sneaky bastards feels appropriate, and a nice counterpoint to the more straightforward battle doctrines everyone else is using.

4. I don't know most of these 'Mechs so I went for the one that has 4 Clans getting New poo poo instead of just 3.

I'm particularly interested in the mech design votes! Before i cast mine, can we get a short summary of each design and what it can do - not a full statcard, just like, weight, speed, usual weapon (5/8, heavy armor, large laser, etc)

Is there room for a negotiation if it makes savvy enough sense?

Also, how loyal is the occupation zone now? I think it came up last time.

They're all pre-existing designs and I think we're all operating under the assumption that they will operate fairly close to how their entries on Sarna. For instance, the Wight is basically a Heavy PPC on legs, a Watchman is a cheap medium machine for garrison duty that uses lasers and machine guns and the Vulpes is an absurdly silly-looking, ultra-expensive mixed-tech heavy that uses an XXL Engine and MASC to push to 7/11.

Personally, though, I'm voting mostly based on what doctrine I think makes the most sense, except for the Scarecrow vote.

I should also note that the other exception is the Toyama. The Toyama is a pretty solid fire support heavy and I endorse it wholeheartedly. Unfortunate that it's branding guaranteed that it wouldn't survive the Jihad, though.

Its somewhat clear we need a 'hardline medium/heavy design' for the Fedsuns long term, and maybe the hells horses are open to negotiation: say 'no, BUT' and go from there.

Commission the hells horses to design a standby Heavy (not assault) mech for the alliance to use and invest in as a whole. Maybe jump-start one of the 'IS omni' projects I'm unsure of a good mech suggestion, but perhaps a Loki II (from the hells horses page as a suitable candidate, or maybe one from the list of IS omni's here
+1/2 Occupation Zone Loyalty
+2 IS omni acceptance proliferates
+1 long term payoff??
+2 tech transfer?
+1/2 Fed Suns stability.
Design/port a 60-75 ton heavy for everyone in the alliance. Not a medium, not an assault, doesn't have to be great.

This is what I'd like to see happen, and seems a breakpoint where people and factions are willing to cooperate finally.

Tldr: Take the money, give the wight specs, fund a heavyweight centerline mech that can stand up to current enemies. Maybe a good old 5/8 clan cavalry heavy that can take whatever IS weapons are needed to stay competitive?

That's my vote, anyway.

I don't know the rest of the mechs proposed so I'll have to do some reading for the other faction votes.

1) AFFS/DCMS
Wight
- An armored 35 tonner, an upgraded engine and armor layout makes it faster (5/8) than the Panther. It trades jump jets for armament, the StarCorps version adds the jump jets back in.

Cuirass and Sentry
- Built on the same chassis as the 40 ton Watchman, the Sentry is slightly faster (5/8) with an armament suited to engage 'Mechs at long range and infantry at close range. The Cuirass is the fastest of the three (6/9) and mixes light long-range firepower with melee weapons. It can't really engage infantry but it's a good fast cavalry unit to support the durable Watchman and infantry-focused Sentry. They're all 40 ton troopers.

Cygnus
- The Cygnus is a 95 ton Ryoken II. It's basically "What if we made a 4/6 Annihilator with half the guns!"

Vulpes
- The Vulpes is loving weird for a FedSuns design. It's an extremely fast and expensive 60 ton heavy sniper with a big XXL engine, MASC, and stealth armor. Hanse probably would've loved it.

Scarecrow
- The Scarecrow is 40 ton 5/8 Piranha.


2) CCAF
Yu Huang
- An update to the old SLDF Emperor, the Yu Huang is a 90 ton 4/6/3 jumper with a heavy bracket armament. It doesn't specialize in anything but it's not particularly bad at anything either and 17 tons of armor is pretty much the "efficient" maximum for a 90 tonner.

Lu Wei Bing
- A 4/6/4 85 ton jumper with a name that's supposedly a pun on the modern Chinese Red Guard, the Lu Wei Bing is basically a Victor with some light PPCs and Angel ECM.

Gùn
- 20 ton OmniMech Locust with 10 tons of pod space because it's slow as balls (5/8). Designed to carry battle armor into battle and then play fire support for them. Makes for an amazing pun: Have Gùn, Will Travel.

Shen Yi
- 65 ton weirdo, it's a front line Stealth Armor unit. It's slow for a heavy at 4/6 and the stock one would've been a good sniper if they'd traded the MRM-20s for LRMs.


3) Lyran Alliance
Razorback
- A speedy-ish (6/9) 30 ton light sniper and infantry-removal expert. I don't have much to say about it, it's not the best light 'Mech but it isn't terrible.

Götterdämmerung
- It's a 75 ton BattleMaster inspired by the Ragnarok from MechAssault I and II.

Storm Raider
- A hilariously on-the-nose design with what may be the worst stock armament ever (a Rotary AC/2 and a Mace). It's a 6/9 35 tonner with Masc and the AU version is getting a light gauss rifle.

Defiance
- A 75 ton Warhammer. The canon prototype was as expensive as a small DropShip and is most (in)famous for losing a fight to Lori Kalmar Carlyle's bog standard lovely Zeus.


4) Clan IlKhanate
Bruin, Rabid Coyote, and Savage Coyote
- The Bruin is a 4/6 80 tonner with a mixed direct-fire arsenal of the sort that would get it immediately placed onto a 'most hated' list in MWO. The Savage Coyote is a BattleMaster IIC that some Clan genius realized could fit an AC/10 in it if they reduced the top speed to 3/5. The Rabid Coyote is a slow (5/8) 55 tonner with a strong ATM armament and some back-up weapons.

Onager, Bakeneko, Doloire
- The Onager is a 3/5/5 90 ton jumper that's basically a support unit for the Shrike. Or maybe a replacement for it, it's hard to tell since the Shrike's kinda bad. It uses IJJs to the Shrike's partial wing. The Bakeneko is a 55 ton Clan-made Phoenix Hawk. The Doloire is an 80 ton 4/6 OmniMech that was designed by the Republic of the Sphere (with the help of captured Clan scientists) in Canon. It's a symbol of the union of Clan and Inner Sphere culture and it's named after an axe.

Tomahawk, Night Wolf, Lobo, Avalanche
- Tomahawk is cheating 'cause it's secretly already the IlKhanate's 100 tonner. It's a Dire Wolf. :shrug: The Night Wolf is a 90 ton 4/6 assault 'Mech designed to shoot tanks and battle armor. The Lobo is a 6/9 40 tonner that plays the AU Clan paradigm perfectly. The Avalanche is a slow (5/8) 50 tonner with missiles and lasers. It's also a ball with legs.


5) Andurien Reservation
Dark Crow
- OH poo poo WE CAN'T REPAIR OUR OMNIMECHS QUICK WE NEED SOMETHING TO REPLACE IT OH REMEMBERANCE WE DON'T HAVE ANY SCIENTISTS gently caress poo poo it's a 6/9 55 tonner with an AC/5 based armament and HOW DO ARMS WORK AGAIN

Tiburon
- A speedy 35 tonner that's either a 7/11 or an 8/12 (I think it's 8/12) with a close-range laser armament. Basically a laser piranha and perfect for a guerilla force that's trapped behind enemy lines.

6) ComStar
Prefect
- A 5/8 75 ton energy boat designed for guerilla warfare. Occasionally a TSEMP cannon carrier.

Triskelion
- A 75 ton 5/8 dual cockpit tripod 'Mech that is somehow functionally not significantly better than a bog-standard Catapult despite the canon version having been made from pure Clantech. It's not stupid. It's advanced!

Toyama
- The Toyama happens when you give a Guillotine 75 tons to play with. A solid all-rounder even if it's a bit slow at 4/6. Supposedly Conrad Toyama was a pacifist who would've hated having this 'Mech named after him. Also supposedly Conrad Toyama was a warmonger who created all of ComStar's pseudo-religious policies and would've loved having this 'Mech named after him.

Also an excellent throne room guard for the Archon. It has giant flipper hands that the Royal Guard can use to quickly block the Archon behind a ten-foot high wall of Mech armor.

e: The production version in canon was also much less expensive, built during the Jihad after DefHes was taken by WoB and the LCAF needed Defiance Furillo to build them a new heavy

I'm actually ambivalent on gyoza (I think Chinese dumplings are unquestionably superior, with xiaolongbao at the top of the mountain), but I'm all for this crazy alliance continuing.

I'm with DI on this one. If the CC is light on resources, an assault/totem/figurehead Mech makes no sense.

Edit: I don't think any of these 'Mechs are bad. Except for the Storm Raider, but I'm ok with the Stormtrooper 'Mech being complete trash.
