The City of Oceanside is currently accepting applications for two hourly extra-help Technical Assistant  positions with the Oceanside Public Library, to provide service at the "Adelante" Bookmobile, Mission Branch Library, Civic Center Library, or other locations as needed.

Examples of Duties

The Technical Assistant will provide any of the following services to community members of all ages and backgrounds, in person, by phone, by email or other means: greeting, guiding and answering questions; assisting or serving with library equipment, information technology, and office equipment; registering and issuing library cards; assisting with locating books and materials and basic searches for information; assisting with checkout and self-payment of library service fees; assisting with programs for all ages, classes, activities and cultural events. Support these services by: applying Library policies; preparing documents; providing data entry; recording statistics; assisting with preparation of displays or marketing materials; assisting with processing of materials; sorting and handling or shelving books and other items; and performing other related duties as assigned or required.

If assigned: driving and operating the 32-foot-long "Adelante" bookmobile; performing any of the duties listed above at regular neighborhood Adelante stops and special community events; and fueling, washing, and performing routine maintenance checks on Adelante.

 

This position is an hourly, extra-help position which does not include leave or medical benefits, and will not exceed 999 hours per fiscal year. 

Minimum Qualifications

Knowledge of:

  • Principles and methods of public administration.
  • Computer software applications.

Ability to:
  • Understand and follow oral and written instructions.
  • Speak in public and assist with presenting public programs.
  • Communicate effectively, both verbally and in writing.
  • Establish and maintain effective working relationships and provide excellent customer service.
  • Organize and prioritize work assignments.
  • Deal tactfully and effectively with people of all ages--adults, teens & children-- and backgrounds. 
  • Find resources appropriate to public needs on the internet, in print or by agency referral.

Experience and Training:
 
Experience: One to five years of work experience. Must also be detail oriented and have strong writing and organizational skills.
 
Training: Graduation from high school, supplemented by job related coursework.
 
License: A valid driver license is required.

Language: Bilingual (English/Spanish) language is highly desirable.
 
Special Requirement: This position requires variable working hours and the availability to work evenings, Saturdays, and Sundays at any location where Library services may be provided, including bookmobile vehicles or outdoors.

Working Conditions and Selection Process

Environmental Conditions: Exposure to computer screens.

Physical Conditions: Physical Conditions: Essential functions may require maintaining physical condition necessary for standing or sitting for prolonged periods of time; walking, climbing (including stepstools, stairs without handrails, and ladders), bending, twisting; exercising full range of motion of the arms, hands, wrists and fingers; repeated pulling, grasping, carrying and pushing onto shelves of books and other items; pushing/pulling of book carts loaded with materials, lifting (up to 30 lbs.), stooping, crouching, kneeling and stretching; speaking and hearing to exchange information; and visual acuity to read and interpret information.  Headset or ear bud use required for internal radio communications when assigned at Civic Center or Mission Branch Libraries.  City vehicle operation may be requested in performance of duties. If assigned to "Adelante" Bookmobile, then operation of City  bookmobile or other vehicles may be required.

Selection Process: All properly completed applications will be reviewed and references checked. The most appropriately qualified individuals may be invited to an oral interview to assess job-related experience. Applications will be kept on file for three months.  
 
Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination which may include drug screening.

Hourly and Part-Time Employees
(excluding retired annuitants)
will begin accruing Paid Sick Leave

 
 Assembly Bill (AB) 1522 – Went into effect July 1, 2015. The bill provides for Hourly Extra  Help and Part-Time employees to accrue paid sick leave. Most likely, it will not apply to retirees – PERS has not clarified their direction yet, but retirees cannot receive any benefit beyond pay in order to keep retirement intact. More info to come on this once CalPERS makes their ruling. The law states that, unless exempt, the part-time employee is entitled to receive the minimum requirements for paid sick leave. The City of Oceanside will ensure that part-time employees will accrue paid sick leave pursuant to the minimum requirements stated in the California Labor Code §245 et seq. which provides that an employee:
 
1. May accrue 1 hour paid sick leave for every 30 hours worked up to 24 hours per          year;

2. May request and use up to 3 days or 24 hours of accrued paid sick leave per year; 

3. May not be terminated or retaliated against for using or requesting the use of accrued paid sick leave; and 

4. Has the right to file a complaint against an employer who retaliates or discriminates against an employee for:

    a. Requesting or using accrued paid sick days; 
    b. Attempting to exercise the right to use accrued paid sick days; 
    c. Filing a complaint or alleging a violation of Article 1.5 section 245 et seq. of the                 California Labor Code; 
    d. Cooperating in an investigation or prosecution of an alleged violation of this Article or         opposing any policy or practice or act that is prohibited by Article 1.5 section 245 et         seq. of the California Labor Code. 

Sick leave accruals for Hourly Extra Help and Part-Time employees cannot be used in the first 90 days of employment for newly hired employees. If unused, up to 24 hours can roll into next calendar year in the Pay Period containing January 1. A maximum of 48 hours can be retained annually after roll over however only 24 hours can be used per year.
