The Organisation

Adam Smith International manages the Vanuatu Roads for Development Program Phase 2 (R4D2) which is funded by the Australian Department of Foreign Affairs and Trade (DFAT). The program aims to support positive road outcomes and enhance Government of Vanuatu (GoV) capacity to manage the road network more effectively and efficiently. The program runs for five-years and commenced 01 June 2019.


The Position

The responsibility of the Procurement & Contracts Officer will be to (1) support the staff of the PWD Procurement Unit to procure goods and services required for the delivery of PWD’s infrastructure maintenance activities; (2) assist in the preparation of tendering and contract documentation in accordance with standard Government of Vanuatu (GoV) procurement documents; and (3) conduct procurements in compliance with the GoV Contract and Tenders Act, the Tenders Regulations, the Financial Regulations, the GoV Purchasing Guidelines and the PWDs Procurement procedures.


This is a full-time role located in the program office within the Public Works Department in Port Vila.


The Procurement & Contracts Officer will work with other members of the PWD Procurement and Finance and Administration Units, PWD staff, PWD engineers, as well as with suppliers, consultants and contractors, Customs, and the Central Tenders Board.


Essential Selection Criteria

► Relevant training and/or experience for procurement and contracts support role

► Demonstrated understanding of or experience working for a DFAT program in the Pacific

► Demonstrated experience in use of computers and computerised data storage software

► Demonstrated experience and skills in procurement procedures, with at least 2 years experience in support roles

► Experience working within public sector agencies

► Ability to work effectively at an individual and team member

► Good communication skills

► Good time management and organisational skills

► Understanding of / commitment to Australian aid safeguard issues, specifically child protection, gender mainstreaming and disability inclusion
