JOB ANNOUNCEMENT The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open-source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation position. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC). Position: Program Director, Laboratory Strengthening Reports to: Country Program Director Location of Work: Yaounde, Cameroon Number of positions: 1 Type of contract: Permanent Position Summary: The Program Director, Laboratory Strengthening, is Responsible for all aspects of the program, including the administration, planning, continuous review, development, and general effectiveness of the program as well as all duties as defined. Responsibilities also include meeting and maintaining program accreditation requirements, systematic review of program effectiveness among didactic, laboratory, and clinical components, recruitment, committee assignments and serving as a liaison with Reference Laboratories and health care facilities. Essential Functions: • Plan, administer, manage, and evaluate the Medical Laboratory system in Cameroon • Provide leadership and vision for the creation and implementation of a strategic plan for lab strengthening • Develop and implement program changes in response to the needs or gaps identified • Function as the instructional leader for the Laboratory strengthening Program in the development, assessment, and revision of curricula, program outcomes in collaboration with MOH • Provide recommendations to the Dean of Health Care, Career and Technical Education for the employment, assignment, evaluation and professional development of all full-time and adjunct Medical Laboratory Program faculty • Develop, implement, monitor and revise Medical Laboratory Program policies and procedures in collaboration with the MOH • Lead the process for systematic Medical Laboratory Program review and evaluation as per the model adopted by the Country • Have a thorough working knowledge of Good Laboratory Practice (GLP) • Have ability to plan and adhere to timelines and budgets for laboratory programs • Develop Measurement and Evaluation (M&E) and submit quarterly progress reports • Create, oversee and report quality assurance monitors and quality improvement activities • Bring and involve networks of peers and professional organizations to participate in development, execution and management of GU lab strengthening program strategy • Analyze laboratory equipment and tests for their suitability of use in various laboratories • Keep abreast of recent developments in the field of Laboratory Science • Provide operational guidance, oversight and leadership for in country laboratories and laboratory training to ensure quality laboratory services. Including but not limited to: o Quality Management System o Quality Assurance o Guidelines and policies development o Record keeping standards o Training o Competencies in SLMTA/SLIPTA procedures • Provide technical assistance for the provision of accurate, valid, and timely test results • Have ability to lead volunteer teams in service projects encompassing laboratory set up, improvement, and formal instruction in addition to other volunteer projects • Attend conferences, workshops, and seminars for professional growth. Periodically present at local, regional, national and international meetings about GU /MOH • Be able to work independently without close supervision • Enjoy working in a team environment and supportive of colleagues • Be proficient in the use of e-mail, word processing, spreadsheet, database, and presentation software and use of the Internet to access data, maintain records, generate reports, and communicate with others • Have high level of energy and good sense of humor with the capacity for extraordinary time and effort demands • Perform other duties as required Qualifications and Experience: • Master’s degree minimum in any medical laboratory field, preferred Doctoral degree (from an accredited college or university is required.) • A minimum of 10 years of experience in medical laboratory technologist, of which 7 years must include experience in clinical laboratory and laboratory quality management system/ accreditation • Successful experience with and understanding of Cameroon system of laboratory practices • In-depth understanding of planning, program development, evaluation, and budgeting Instructions for Submitting Applications 1.
