JOB ANNOUNCEMENT

The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open-source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation position. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC).

Position: Finance Manager

Reports to: Country Program Director

Position Summary:

The Finance Manager will ensure the program’s finances are managed according to Federal rules and regulations, the institution’s policies and procedures, national laws and regulations and according to internationally accepted accounting and financial management standards. In addition, the selected individual will provide oversight and monitor sub-grantees and contractors’ financial operations to ensure they are compliant with award funding rules and regulations as they will be stipulated and all other applicable laws, rules, policies, procedures and regulations.

Essential Functions:

• Provide oversight for all financial processes and procedures

• Prepare monthly management accounts and ensure production of statutory accounts to support decision-making

• Monitor burn rates of grants, carry out variance analysis and forecasts and advise Program Directors on implications

• Maintain updated information on donor-reporting requirements and update internal stakeholders on new requirements

• Offer treasury management and maintain stewardship and fiduciary responsibility of financial resources

• Actively participate as an expert resource in program budget preparation

• Enhance capacity of finance and accounting personnel through development and delivery of a compliance training curricula to drive compliance with donor rules

• Review internal, independent audit (or any) reports of sub-grantees in order to identify risks and implement interventions to reduce overall liability to the organization

• Attend donor meetings/trainings related to grant reporting and compliance and coordinate internal discussions on interpretation of donor regulations

• Provide direct technical and managerial support in all aspects of financial management for sub-grantees and monitor contracts to ensure compliance with the Prime organization and donor financial regulations and guidelines

• Provide strategic leadership for “Internal Control and Monitoring” assessments and finance and compliance reviews of sub-grantees

• Supervise, guide, coach and manage performance of finance staff

Qualifications and Experience:

• Degree in Finance or Accounting with at least 8 years of experience managing large budgets in a reputable organization • MUST have Professional Qualification, e.g., ACCA, CPA, CIMA

• Excellent interpersonal and communication skills

• Strong presentation and persuasion abilities

• Excellent writing skills

• Analytical skills

• Strategic thinking

• Leadership skills

• Ability to work under pressure

• Advanced computer skills (Ms Office, financial management packages and relational databases)
