Error description

• Mapping Policy Sets and other webservices activities can take a
  lot of time when there are many deployment targets.

  The admin console uses methods to determine whether there are
  6.1 versions of webservices applications.  This process is
  slow.
  

Problem conclusion

• The console no longer looks for 7.0 versions of webservices
  to insure they weren't  being targeted to on 6.1 nodes.
  
  The fix for this APAR is targeted for inclusion in fix pack
  8.5.5.22, 9.0.5.12.
