City Manager announces new
Deputy City Manager, Assistant City Manager

(Miami, FL April 23, 2018) - City Manager Emilio T. Gonzalez announces the appointment of Joseph Napoli as Deputy City Manager and Sandra Bridgeman as Assistant City Manager.

"We continue to attract talented professionals that are willing to join our team and help improve the quality of the services we provide to our residents," said City Manager Emilio T. Gonzalez. "Joseph Napoli and Sandra Bridgeman are dedicated public servants that I have known and worked with for many years. They are exceptionally qualified to help me lead the City of Miami."

Joseph Napoli joined the City of Miami as Deputy City Manager on Monday, April 2, 2018. Mr. Napoli previously served as Chief of Staff at Miami International Airport, worked as a strategy and technology consultant with Booz Allen Hamilton, and held numerous high-profile positions with the United States Army, achieving the rank of Colonel.

Mr. Napoli joined Miami International Airport in 2014, where he assisted the Aviation Director in planning and directing the administrative, financial and operational activities for the airport. Under his guidance, Miami International Airport saw the introduction of new technologies that maximized efficiencies and revenues. At strategy and technology consulting firm Booz Allen Hamilton, Mr. Napoli led the South Florida team, managing large-scale contracts supporting U.S. government operations in South Florida and Latin America. During his 30 years of service in the United States Army, Mr. Napoli held numerous top-level positions including Operations Manager at the U.S. Embassy in Caracas and Senior Executive Advisor at the U.S. Southern Command in Miami. He served our country overseas in Latin America and the Middle East.

Mr. Napoli has a Master in International Relations from Colombia University, a Master in National Security Studies from the U.S. Army War College, and an undergraduate degree in Engineering from the U.S. Military Academy at West Point.

Sandra Bridgeman joined the City of Miami as Assistant City Manager/Chief Financial Officer on Monday, April 23, 2018. Ms. Bridgeman most recently served as the Chief Financial Officer for the Miami-Dade Aviation Department. She previously worked as Controller for the Miami-Dade County, Miami-Dade Aviation Department, and held other finance and accounting positions in local government.

Ms. Bridgeman joined Miami International Airport in 2015, where she oversaw the management of the airport's financial risks and available resources. She served as a strategist to the executive management team, applying critical thinking skills, and financial acumen to the long-term goals, strategies, plans, and policies of the airport.

Ms. Bridgeman has a Bachelor of Science in Accounting from Barry University and is a licensed Certified Public Accountant.
