There are concerns about the inconsistencies for businesses at different alert levels.

The Prime Minister has cautioned there may be a staggered approach to the move level two - rather than all at once.

Employers and Manufacturers Association's Brett O'Riley says decisions are being made where some businesses can and some businesses can't.

"Health and safety obligations are pretty clear - so just let businesses get on with it.

O'Reily says enforcement is in place if businesses need to be inspected."

"We've seen that at level three businesses know how to comply. They're motivated to do so because they can't bring revenue in the door until they start operating."
