I am having trouble with the abovementioned portion of the following sentence [No. 1], especially as it is repeatedly followed by sentence No. 2:

Sentence 1:
Dentro do prazo de análise de 45 dias, da protocolização da notificação do caput, ***não caberá exigência, mas a sua aprovação ou reprovação***.

Sentence 2:

A não manifestação da [regulatory agency] no prazo de 45 dias poderá resultar na emissão de exigência, aprovação ou reprovação;

Can someone help? Urgent --- delivery required by 2 pm CET.
