Job Description

This position is appointed by the Mayor, subject to confirmation by the Council and shall serve at the pleasure of the Mayor. 
 
This position reports to the Director of Employee Services.  The primary purpose of this position is to provide oversight and general management for the Compensation and Benefits Division, which provides centralized compensation and benefit support services to various departments and agencies.  These services include compensation, insurance (health, dental, vision, life), defined contribution, deferred compensation (457 plan), and wellness.  

Examples of Work

  • Manages and oversees the overall direction, coordination, and evaluation of defined compensation and benefit programs.
  • Designs, develops and produces requests for proposals, conducts fee and contract negotiations, procures contracts, and negotiates renewals for all benefits, including defined contribution and deferred compensation (457) plans for the Finance Department. 
  • Develops and administers the Division's operating budget based on a thorough needs analysis that conforms to the City's budgetary guidelines.
  • Researches, develops and implements a compensation philosophy and strategy. 
  • Monitors functions for cost savings and implements changes.
  • Defines and executes internal audit procedures and works with the City's Benefit Consultants to provide outside audits when required.
  • Acts as advisor or consultant to outside agencies, upper management, and others as requested in area of expertise.
  • Maintains high ethical standards and demonstrates integrity, honesty, and trustworthiness.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.

  • The Chief shall have a bachelor's degree or higher from an accredited college or university.
  • Proven administrative ability.
  • At least five years of experience in the field of compensation and employee benefits management.
  • An insurance industry designation (CLU, CEBS, RHU, etc.) is preferred.
  • Two (2) years of experience working with self-funded medical benefits are preferred.
