Position Information

This position is located in the Department of Transportation Services (DTS) and is responsible for rail customer service, customer retention, mode share analysis, and strengthening the overall transportation mobility brand and reputation. Plan, manage, and assess rail customer service, customer information, fare policy and promotions, customer and public opinion research and related customer information programs and services. Responsible for an integrated strategy of customer information, representing both static and dynamic elements, to ensure timely, accurate, relevant information for customers to plan trips and successfully navigate the system. Responsible for the planning and development, implementation and evaluation of customer information relevant to transit service for all service scenarios, including planned changes, unplanned disruptions and standard updates. Responsible for quality assurance measures and support necessary to monitor, review and analyze the performance of the operations and maintenance services Contractor with regard to customer experience to ensure a safe, reliable, and customer driven rail service. Establish and maintain a positive relationship with Contractors. Demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelors degree in communications, public administration, public relations, or a related field.

EXPERIENCE REQUIREMENT:
Five years of experience involving mobility customer experience as a primary function in a large public or private transportation organization, two of which must have been in a supervisory capacity. 
 
Such experience must have demonstrated knowledge of principles, practices, and techniques involving mobility customer experience standards; customer-oriented technology applications; customer relationship management software; social media best practices; signage standards; multi modal system elements; rail systems; applicable federal laws, rules and regulations; policy and procedure development; expenditure and revenue forecast; procurement requirements; contractual requirements; written and oral presentation techniques and tools; principles and practices of supervision, and the ability to plan and supervise the work of subordinates; understand, interpret and explain pertinent laws, ordinances, policies, procedures, rules, regulations and other operational requirements; balance multiple priorities and tasks under firm deadlines; organize and plan projects; analyze market research findings to develop customer service strategies; make effective decisions and recommend new approaches to customer experience and support; communicate technical information to non-technical individuals; speak effectively and present information publicly to individuals, large groups and media; respond to emergency situations and implement solutions to customer service related issues; prepare administrative reports; establish and maintain effective working relationships; coordinate projects with vendors; effectively communicate both orally and in writing.
                          
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

License Requirement: Possession of an appropriate valid driver's license.

EMPLOYMENT SUITABILITY:
To determine the selectee's employment suitability for the position of Mobility Innovation Manager (Planner VII), the Department of Human Resources will review criminal convictions, dismissals from employment, and separations from military service under other than honorable convictions.
 
FINGERPRINTING REQUIREMENT: This position will have access to the Joint Traffic Management Center (JTMC). Any employee with unescorted access to secured areas and equipment within the JTMC requires a fingerprint-based criminal history record check. Therefore, the selectee will be required to be fingerprinted as part of their employment suitability review. The Department of Human Resources will review fingerprint-based state and national criminal history record information from the Hawaii Criminal Justice Data Center and the Federal Bureau of Investigation.  In addition incumbent must be willing and able to obtain and maintain a Homeland Security Secret Clearance after hire should it become necessary to carry out the duties and responsibilities of this position.
