Parliament, Sunday 04 November 2018 – National Council of Provices (NCOP) Chairperson Ms Thandi Modise will on Tuesday deliver the keynote address to the Parliament of Chile in Santiago, Chile, in honour of the founding democratic President of South Africa, Mr Nelson Mandela. The invitation to address that country's Chamber of Deputies, one of the two Houses of Parliament of Chile, is one of the greatest honours accorded to a foreign visiting dignitary and forms part of this year's commemoration of the centenary birthdays of Madiba and Mama Albertina Sisulu by the international community.
The NCOP Chairperson’s programme in Chile this week follows the conclusion of her participation on Friday at the crucial meeting of Heads of Parliaments of the G20 member countries in Buenos Aires, Argentina, where she delivered an address to her international counterparts on corruption and facilitated a panel discussion on the future of work.
At Parliament, President Cyril Ramaphosa and Deputy President David Mabuza are scheduled to appear before the Houses of Parliament to respond to questions from Members of Parliament on a wide range of issues their week.
President Ramaphosa is scheduled to answer questions for oral reply in the National Assembly (NA) plenary sitting on Tuesday while Deputy President Mabuza will do the same in the National Council of Provinces (NCOP) . These regular oral question and answer sessions are an important mechanism through which Parliamentarians hold the executive to account.
There are 44 committee meetings scheduled this week, and the plenary sittings of both Houses are scheduled for Tuesday, Wednesday and Friday.
On Wednesday the National Assembly Plenary agenda includes questions for oral reply to the Economic Cluster. The plenary will also consider the Report of the Standing Committee on Finance on Revised Fiscal Framework and Revenue Proposals.
The National Council of Provinces will consider the report of the Select Committee on Finance on the Revised Fiscal Framework. The Sitting will conclude with a debate on “the lack of accountability and monitoring by the Department of Water and Sanitation that led to substandard quality of bulk infrastructure and the inability of National Treasury to take action against corruption and retrieve the wasted money”.
On Thursday the National Assembly Plenary, is scheduled to consider the following; Budgetary Review and Recommendation Report of Portfolio Committee on Basic Education on the Department of Basic Education; Budgetary Review and Recommendation Report of Portfolio Committee on Labour; Budgetary Review and Recommendation Report of Portfolio Committee on Police on Independent Police Investigative Directorate; Budgetary Review and Recommendation Report of Portfolio Committee on Police on Civilian Secretariat for Police; Budgetary Review and Recommendation Report of Portfolio Committee on Police on South African Police Services; Budgetary Review and Recommendation Report of Portfolio Committee on Mineral Resources.

TUESDAY, 06 NOVEMBER 2018
Portfolio Committee on Agriculture, Forestry and Fisheries will receive an update and progress report by the Department of Agriculture, Forestry and Fisheries on the implementation of the Smallscale Fisheries Policy and Fishing Rights Allocation Process (FRAP) 2020.
Select Committee on Social Services, will receive a briefing by the Department of Health on the Annual Report 2017/18 as well as an update on the work done by the South African Health Products Regulatory Authority (SAHPRA).
Select Committee on Land and Mineral Resources to deal with Negotiating Mandate meeting on the Communal Property Association Amendment Bill.
Portfolio Committee on Telecommunications and Postal Services will be briefed by the Minister on internet for all, staffing, funders and initiatives signed at ITU. The Committee will finalise the iKamva Bill.
Portfolio Committee on Cooperative Governance and Traditional Affairs will hold a Stakeholder engagement on the Local Government: Municipal Structures Amendment Bill [B19-2018]].
WEDNESDAY, 07 NOVEMBER 2018
Portfolio Committee on Science and Technology will be briefed by the Department of Science and Technology (DST) on the status of Climate Change Research in South Africa.
Portfolio Committee on Higher Education and Training will the National Qualifications Framework Amendment Bill.
Portfolio Committee on Cooperative Governance and Traditional Affairs will host a stakeholder engagement on the Local Government: Municipal Structures Amendment Bill [B19-2018].
Standing Committee on Finance will meet on VBS Mutual Bank matter.
Select Committee on Security and Justice to deliberate on the written comments received from the public on the Independent Police Investigative Directorate Amendment Bill [B 25 – 2018] Committee to decide whether written comments received are sufficient for deliberation or whether further oral presentation for clarity is required;
Standing Committee on Public Accounts will hold a hearing on the South African Broadcasting Authority (SABC) on irregular, fruitless and wasteful expenditure as well as payable and receivables as stated in the Annual Report.
