| | Education: Graduation from an accredited college or university with a Bachelor's Degree. Experience: Considerable three (3) years professional experience in recycling or solid waste field, or in planning and implementing food waste/scraps recycling programs. Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence is required. |
| | The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas: Knowledge of solid waste best management practices, used to apply latest technologies, techniques and practices to develop innovative solid waste management solutions to issues, programs, and initiatives, as well as knowledge of recycling technologies, processes, trends, and equipment, recyclable commodity markets/conditions, used to develop recommendations for policies, policy changes, legislation and regulations, as well as program development to maximize food waste/scraps recycling and increase the amount recycled. Knowledge of public education, and communication techniques, used to determine and use most effective methods to communicate effectively with stakeholders, variety of audiences and parties internal and external, to make presentations. This work includes preparing written reports, documentation, correspondence, interpreting and explaining requirements, and using tact to collaborate on issues, resolve problems, and achieve consensus. Knowledge of applicable solid waste and recycling regulations, codes and requirements, used to develop, recommend, and implement strategies, plan, design, develop and manage programs to reduce waste, reuse items, and recycle more materials to meet solid waste goals, especially initiatives and activities to divert food waste/scraps materials from the waste stream, recycle if feasible, and count towards the County's Source Reduction Credit and/or Recycling Rate. Knowledge of basic statistical techniques, used to perform evaluation and analysis of, and to conceptualize, develop and establish metrics for, waste reduction, reuse and recycling programs, initiatives and activities to determine effectiveness toward achievement of food waste/scraps reduction and recycling goals, and to develop new and improved approaches for effective and efficient efforts, creative solutions to problems, and increase food waste/scraps recycling. Knowledge of principles, policies and practices of contract management, used to oversee, monitor and document contractor performance with respect to services provided.
