CALL TO THE PUBLIC:
Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.

•Anyone who is concerned about COVID-19 and does not want to be put into an open setting can submit an email “Call to the Public” statement at: publiccomment@yumacountyaz.gov  These email forms of Public Comment will be accepted until 8:00 a.m. the morning of the meeting. All public comments will be read aloud during the Yuma County Board of Supervisors meeting that starts at 9:00 a.m.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.

3.   Arizona@Work-Yuma County: Authorize the Chairman to sign the Intergovernmental Agreement, Amendment No. 4, Contract ID No. DI18-002138, funded by the State of Arizona’s Social Services Block Grant, between Yuma County and the Arizona Department of Economic Security to amend Section 9.0 Manner of Financing.  Click to View Approved as presented
 
4.   Treasurer: Per A.R.S. §42-19118, approve Certificate of Clearance No. 20-006, thereby removing taxes due which are considered to be uncollectible. Click to View Approved as presented
 
5.   County Attorney: Authorize and approve an Agreement between the Yuma County Board of Supervisors and Yuma Regional Medical Center for Medical Examiner Services, and authorize the Chairman to execute said Agreement, effective July 1, 2020 through June 30, 2021. 6.   School Superintendent: As per ARS 15-992 (F) (10), requesting that the Board of Supervisors approve a rate that would result in a levy that equals any cash deficit of the prior fiscal year resulting from an anticipated or actual deviation in the property tax roll, including resolutions or judgments for the following school districts: Crane School District $76,482.96; Gadsden School District $41,669.50; Somerton School District $33,390.92; Southwest Technical Education District $6,378.68; Yuma Elementary School District $126,691.98; Yuma Union High School District $278,863.83. DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate.
 
1.   County Administration: Discussion and possible action regarding the following legislative items: a) A report to the Board of Supervisors regarding proposed bills in the Arizona State Legislature with impact to Yuma County, and; b) Update regarding strategies relating to federal legislative priorities. 3.   County Administration: Discussion and possible action regarding AZCARES Funding and possible hazard pay for public health and public safety employees due to COVID-19. Click to View Other (See minutes)
 
4.   Sheriff's Office: Approve and authorize only during the Declaration of Emergency, Proclamation dated March 11, 2020 to pay critical employees and frontline workers, specifically, Detention Officers and Deputies through the rank of Sergeant Hazard Pay in the amount not to exceed: a) $2.50 an hour for normal work hours, or; b) A stipend of $200 per pay period. PLANNING & ZONING AGENDA: Full legal descriptions of property sites for all Rezoning Cases are available for public review at the Yuma County Board of Supervisors' Office.
 
REZONING -- REGULAR PUBLIC HEARING ITEMS: Staff will make a full presentation on each of the following items, followed by separate discussion, public hearing, and action by the Board of Supervisors. 
 
1.   Development Services/Planning & Zoning Division: Discussion concerning possible minor amendment to the Yuma County 2020 Comprehensive Plan, Map 3.1, Noise Exposure and Compatibly Overlay, to prohibit Accessory Dwelling Units in the noise zones. Click to View No Action
 
EVENTS CALENDAR/CURRENT EVENTS:
 
1.   Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate.
