The current vacancy located in the Department of Transportation Services (DTS) Administrative Services Office and is responsible for developing, managing and leading activities, operations, processes, and procedures for all aspects of the annual operating and capital budget in the financial system and budget database.  The position is responsible for department-wide operating budget development and approval process, capital budgeting process, financial forecasting, and revenue stream forecasting and analysis.  The position prepares scenario analysis for the annual budget, financial forecast, capital improvements, and asset management.  The position is responsible for the monthly analysis of budget to actuals for the department.  The position produces and maintains documentation of department budget processes and procedures.   The position assists with the ongoing administration and compliance of a variety of existing contracts related to operations, maintenance, procurement and professional services. The position assists with the review and processing of contractor claims, deductions, cash flow, and other complications associated with performance and damages.  Establish and maintain a positive relationship with Contractors.  Demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.

The current vacancy located in the Department of Budget and Fiscal Services (BFS) Budget Administration Division performs complex budget analysis and attendant studies of large and complex agencies of the City.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in political science, public or business administration, economics or a related field.

EXPERIENCE REQUIREMENT:
Three (3) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives, one of which shall have been in a governmental agency.

Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.
 

SUBSTITUTION: A Master's degree in Business Administration or Public Administration will substitute for six months of the required three years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.
