GENERAL COMMENTS

On 6/20/2023, DEP representatives John Rogers conducted a followup inspection at the SWN Greenzweig Water

Impoundment. This inspection was to assess conditions at the site after violations were cited in inspection ID 3532177 that was

conducted on 4/4/2023 with the enforcement ID 414662. It was 71 degrees and hazy when I arrived on location. The site is

being converted to a 123 facility.

There is still some earthwork activity being conducted on the west side of location with some excavated piles of material not

stabilized yet. A pipeline is in the process of being installed that will cross through the north edge of the GU C well pad location.

Vegetation has been removed from the GU C material pile and temporary compost filter socks have been installed down slope

from the disturbed area.

No E&S issues were observed during the time of the inspection. Compost filter socks have been installed downslope from

recently constructed areas. Most of the site appeared stable and well vegetated, meeting the 70% uniform, perennial,

vegetative cover. PCSM is addressed by one bio retention basin. SWN has installed additional temporary compost filter socks

below the outfall of the infiltration basin. I did witness some gaps in the chinking of the compost filter socks. There was as

much as 12 inches of standing water in the bio retention basin. The under drain valve was approximately 10% open and water

was draining out at the time of the inspection. The clean out valve was in the closed position. I did contact SWN with concerns

about the functionality of the bio retention basin and the reduced quantity of compost on the upper edges of the compost filter

socks. SWN did report that the bio retention basin did go over the overflow during the last rain event and that they would

mobilize someone to assess the condition of the compost filter socks.

Violations are still outstanding for inspection ID 3532177 for failure to install adequate BMPs downslope from areas of

construction, failure to maintain BMPs as required and failure to prevent sediments from escaping outside of the limit of

disturbance. SWN did provide a response on 5/2/2023.

Due to visible evidence gathered during this inspection, the DEP is closing violation 990715. Due to the ongoing functionality

concerns of the bio retention basin and its discharge area, two violations cited in inspection ID 3532177 will remain open.

The DEP recommends the following:

1. Stabilize the areas of recent construction. Provide temporary stabilization until adequate permanent stabilization is

established.

2. Assess the functionality of bio retention basin 1 and repair as necessary.

3. Assess the condition of the temporary compost filter socks and maintain as required.

I left the site at 1245 hours.

evidence of being overtopped with water. There was a tree laying on

height of the sock. I did witness some sediment deposits below this

area and beyond the limits of disturbance.
