The Verkhovna Rada of Ukraine decively condemns the crimes of the Russian Federation, which commits the act of full scale aggression against our state and people.

In violation to the norms of international humanitarian law, the Russian Federation armed forces with premeditation and systematically use weapons against civilians, causing considerable damage and huge human casualties.

The Russian occupiers are carrying out massive missile attacks on residential neighborhoods and civilian objects in Kyiv, Kharkiv, Kherson and other cities.

The armed forces of the Russian Federation targeted the bomb shelter in Okhtyrka and the kinder garden, causing many seriously injured children. The shelling killed children in Chuguev. In Vyshhorod near Kyiv, Russian war criminals striked the orphanage, and children were miraculously evacuated.

There were targeted with the heavy-fire the apartment buildings, has destroyed factories and infrastructure, educational institutions, including military schools, where very young boys and girls studied, this is a terrible picture of Ukrainian cities today.

These actions are flagrant war crimes and crimes against humanity.
We want to believe that Europe has not forgotten the horrors of fascism, when the inhabitants of European cities hid from Nazi air raids in the bomb shelters.

The slogan "Never again!" united the whole world in its rejection of totalitarianism, aggression, and mass murder.

Today, when one country has again violated International Law and attacked a neighboring state, we urge the world to remember that this slogan "Never again!" means that children must never again hide in bomb shelters and must never again die from the aggressor's missile strikes.

We call on the world not to remain silent, but to recognize the barbaric actions of the Russian Federation as war crimes and crimes against humanity, and to bring those guilty of war criminals to the justice.

Silence, inaction or an attempt to justify these crimes will be perceived by Ukrainian society and the entire civilized world as complicity in the criminal actions of the aggressor.

At the same time, we sincerely thank all those who are not silent. To all countries, parliaments, governments which show solidarity and support, provide aid, weapons and equipment that can save the lives of civilians, in these difficult times for Ukraine. Your help is invaluable.
