Location Notice: The position requires the employee to travel up and down the NC coast with varying project assignments. Work schedule is 7 days on and then 7 days off. Living accommodations are provided onboard vessels during the 7-day working shift. Relocation to Currituck is unnecessary as report station will be to project location at any of the Ferry Division terminals.

Work in this class involves full responsibility for operating North Carolina Marine Maintenance vessels and equipment. These include all support tugs, dredge, crane barge, support barges and any other equipment near coastal, sound, and river waterways. This position supervises deck, above deck, and engine room personnel; assures safe operation and navigation of the Marine Maintenance fleet while underway and enforce safety guidelines and rules for vessel crew. Employees interpret radar, Global Positioning Systems and weather instruments or oversee these operations. The position is responsible for overseeing compliance with all safety and Homeland Security rules and regulations. Work is reviewed by superiors through written reports. Position may perform other duties as required. 

The position’s duties also include, but not limited to:

  • Utilize the crane barge to install, repair and maintain dolphin clusters and fenders.  
  • Assist with replacing any damaged or aged channel markers along channel routes. 
  • Assist in the construction and subsequent maintenance of dredge disposal sites (spoil). 
  • Working on ferry dock ramp and gantries by maintaining, replacing, and repairing all cables, sheaves and hydraulic cylinders. 
  • Operates under the general supervision of the Environmental Supervisor/Dredge Superintendent.
  • General knowledge of dolphin repair and replacement procedures. 
  • Work on ramps and gantries and learn how to make necessary repairs. 
  • Perform heavy manual labor for extended periods of time under adverse work and weather conditions. 
Communicate and establish and maintain effective working relationships with fellow employees and supervisors.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of the operations and basic maintenance of dredge vessels, tugs, and barges.
  • Knowledge of applicable state, federal, and U.S. Coast Guard laws and regulations.
  • Experience and knowledge in navigating a vessel involving ship handling, seamanship, chart reading, plotting courses, radar, and Global Positioning Systems and other communication equipment.
  • Skill in supervising and instructing personnel in all areas of marine maintenance activities and vessel operations and ability to communicate and establish and maintain effective working relationships with fellow employees and supervisors.
  • Experience in marine construction and maintenance including piling installation, dredging operations, and ramp and gantry repair.
 

Additional Expectations:
 
USCG issued MMC endorsed with 100GT Master or above must be presented at the time of interview to qualify.  Possession of a valid certificate as Radar Observer. Possession of a valid Marine Radio Operator permit issued by the Federal Communications Commission. Valid Transportation Workers Identification Card (TWIC).    Master of towing endorsement preferred.

Minimum Education and Experience Requirements

High School or General Educational Development (GED) diploma with two years of progressive experience in dredge operations and related marine maintenance work.
Necessary Special Requirements • Valid U.S. Coast Guard Master’s license for 100 ton Inland with Radar Unlimited. • Master of Self-Propelled Vessels of 100 Gross Register Tons. • Valid certificate as Radar Observer issued by an institution approved by the U.S. Coast Guard. • Valid Marine Radio Operator permit issued by the Federal Communications Commission. • Transportation Worker Identification Credential Card (TWIC) issued by the Transportation Security Administration. • May require National Crane Operator certification, U.S. Coast Guard Master of Towing certification, and a Class A CDL.
