Surrogate Parent Training  
A Surrogate Parent is an individual appointed to represent a student in all matters relating to the identification, evaluation, educational placement and provision of a Free Appropriate Education. A Surrogate Parent can be appointed by a local School District when a parent’s whereabouts are unknown, they cannot be located, the child is a ward of the state, or is an unaccompanied homeless youth.
