FTZ Admission (e-214) processing and validation enhancements – Now available in the CBP Certification environment



As announced in CSMS message 15-000336, with the enhancements made to CBP Manifest systems, including the introduction of ACE Air Manifest, the ACS e-214 transaction, electronic submission of the Application for Foreign Trade Zone Admission, has some new business validations concerning the proper reporting of manifest information [for bills of lading].



On Wednesday, June 3, 2015, CBP deployed code to the Certification environment to support the following validations when processing an e-214 transaction:



Mode Rail: Rail bills of lading must be Consisted (i.e. be listed on an on file Consist) in the CBP system. A rail bill of lading that is only on file as a Preliminary Bill is not sufficient to be considered Consisted. If a Rail bill is not found on an on file Consist, CBP will reject the e-214 transaction. The rejection message will identify the bill of lading and return error code 107, BILL OF LADING NOT ON FILE.



Mode Air: Air waybills must be on file in the CBP system. If an air waybill is not on file, CBP will reject the e-214 transaction. The rejection message will identify the bill of lading and return error code 107, BILL OF LADING NOT ON FILE.



Mode Air: If an Air waybill is on file in the CBP manifest system, but the manifest information transmitted on the Admission does not match the information on file in the CBP manifest system for that bill of lading, CBP will reject the e-214 transaction. The rejection message will identify the Air waybill and return error code 174, BILL TO MANIFEST DATA MISMATCH in the NF95 record. This is a new FTZ transaction error message.





174 - BILL TO MANIFEST DATA MISMATCH: Bill of lading is on file with CBP but the manifest information transmitted on the Admission does not match information on file in CBP manifest system for that bill of lading



A new conditional Output record, NF96, has been created to return the correct manifest information for the Air waybill. This record will follow the NF95 record.



Record Identifier NF96 (Output)

Record Type: 2N, 1-2, M, Must always equal 96.

Message Type Code: 2X, 3-4, M, Must always equal 01.

Carrier Code: 4X, 5-8, M, A, code representing the International Air Transport Association Code (IATA) of the air carrier.

Flight Number: 5AN, 9-13, M, Aircraft flight number.

Arrival Date: 8N, 14-21, M, Date of flight arrival at first US port of unlading expressed in CCYYMMDD (century, year, month, day) format.

Filler: 59AN, 22-80, M, Space fill.



Mode Air: If an Air waybill is on file in the CBP manifest system, but the Air waybill has been split by the air carrier (aka Split Shipment) to arrive into the U.S. on more than one flight, and manifest information transmitted on the Admission, including quantity, does not match the information on file in CBP manifest system for that bill of lading and flight, CBP will reject the e-214 transaction. The rejection message will identify the Air waybill and return error codes 172, INVALID BILL KEY FOR SPLIT BILL VERIFY and 173, MASTER, HOUSE, CARR, FLT, AND ARVL-DT in the NF95 Record.



Unfortunately, no NF96 records will be returned at this time in the case of Split Shipments. The filer will need to acquire the correct manifest details for each part of the split shipment and file their admission(s) accordingly.



While these validations have been deployed to the Certification environment, they are not yet active in the Production environment. This is to give the Trade the opportunity to review, implement, and test any needed updates to their own software. A date for turning these validations on in Production has not been set, but it is anticipated to be in the near future.
