A number of letters have recently expressed hostility toward Commonwealth Edison for high electric bills. Criticism of the electric utilities for high bills during this summer`s heat wave is a national phenomenon, not an issue limited to the Chicago area.

Lost in all the vitriol are a number of points, not the least of which is that the consumer still decides how much electricity he or she will use, even in a heat wave. Another point missed is that new power plants, even though expensive, are responsible for breaking OPEC`s stranglehold on our

pocketbooks.
