Position Information

This position is located in the Transportation Mobility Division of the Department of Transportation Services (DTS) and is responsible for overseeing the administration of the maintenance and repair program for DTS rail facilities (e.g., administrative/operational buildings and grounds, stations/amenities, transit centers, park and rides, landscape and hardscape etc.) and non-revenue vehicles. The position oversees Contractor personnel responsible for the maintenance of the facilities/equipment and non-revenue vehicles including predictive, preventative, and corrective maintenance. The position ensures compliance with facilities maintenance training programs, standards, and recommended practices, including regulatory and statutory requirements. Responsible for quality assurance measures and support necessary to monitor, review and analyze the performance of the operations and maintenance services Contractor with regards to facilities to ensure a safe, reliable, and customer driven rail service. Establish and maintain a positive relationship with Contractors. Demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
The Facilities Compliance Officer position requires that applicants have a combination of education and experience substantially equivalent to graduation from an accredited four-year college or university with a bachelor's degree in an engineering specialty.

EXPERIENCE REQUIREMENT:
Five years of experience performing engineering work involving facilities and systems as a primary function, three of which must have included working in a rail operations and maintenance environment.

Such experience must have demonstrated knowledge of building construction, subsystems and industrial equipment; Original Equipment Manufacturer (OEM) maintenance requirements; policy and procedure development; federal, state and county laws, codes, and regulations as they apply to facility maintenance; contractual requirements; written and oral presentation techniques and tools; principles and practices of supervision, and the ability to plan and supervise the work of subordinates; organize and plan projects; prepare economic analyses, feasibility studies and other technical reports; read and interpret blueprints, schematics and maps; oversee the development and implementation of the rail facility maintenance programs and plans; prepare bid documents; speak effectively to individuals and to groups; oversee contractor and system compliance with federal, state and county laws, rules and regulations; prepare budget requests; prepare maintenance staffing plans; analyze reports and data; commit to safety practices; establish and maintain effective working relationships; coordinate projects with vendors; prepare budget requests; effectively communicate both orally and in writing.
                             
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

License Requirement: Possession of an appropriate valid driver's license.

EMPLOYMENT SUITABILITY:
To determine the selectee's employment suitability for the position of Facilities Compliance Officer (Planner VII), the Department of Human Resources will review criminal convictions, dismissals from employment, and separations from military service under other than honorable convictions.
 
FINGERPRINTING REQUIREMENT: This position will have access to the Joint Traffic Management Center (JTMC). Any employee with unescorted access to secured areas and equipment within the JTMC requires a fingerprint-based criminal history record check. Therefore, the selectee will be required to be fingerprinted as part of their employment suitability review. The Department of Human Resources will review fingerprint-based state and national criminal history record information from the Hawaii Criminal Justice Data Center and the Federal Bureau of Investigation.  In addition incumbent must be willing and able to obtain and maintain a Homeland Security Secret Clearance after hire should it become necessary to carry out the duties and responsibilities of this position.
