When attempting to open 'IP Security Policies on Local
Computer' receive a pop-up windows titled: 'IP Security
Policy Management' with error message:

'Failed to open the IPsec policy storage. The following
error occurred:
The system cannot find file specified.
(80070002)'

Please check the following:
1.Make sure you are local admin.
2. Relatedly, can you check the permissions on the
HKLM\SOFTWARE\Policies\Microsoft\Windows\IPSec\Policy\Local key and make
sure you have access to it?
3. Did you add, delete or modify anything directly in that key. If this is
the case there is no easy fix except to undo your changes if remember them
or solve it as if it were corupt policy below.

You may have corrupt policy. In this case the only way you can get out of
it is to clean the policy store and recreate the default IPSec policies.
These are the steps:
1. Delete the HKLM\SOFTWARE\Policies\Microsoft\Windows\IPSec\Policy\Local
key.
2. run "regsvr32 polstore.dll"
3. If you have previously exported IPSec policy (i.e. backed it up) you can
now import that after opening the snap-in (which would hopefully now work).

Ofcourse usual warnings and care about editing the registry apply.
