You may have corrupt policy. In this case the only way you can get out of
it is to clean the policy store and recreate the default IPSec policies.
These are the steps:
1. Delete the HKLM\SOFTWARE\Policies\Microsoft\Windows\IPSec\Policy\Local
key.
2. run "regsvr32 polstore.dll"
3. If you have previously exported IPSec policy (i.e. backed it up) you can
now import that after opening the snap-in (which would hopefully now work).
Ofcourse usual warnings and care about editing the registry apply.
