Description of Work

The Division of Environmental Assistance and Customer Service (DEACS) provides technical assistance and information to industries, businesses, and government agencies on pollution prevention, waste reduction and recycling, permitting, and general environmental issues. 
 
 
As one of the programs within the Division, the Community and Business Assistance Section (CBAS) focuses primarily on waste reduction and recycling issues for industries, businesses, local governments, institutions (e.g., hospitals, schools) and state agencies in North Carolina. The Section plans and conducts programs to source reduce waste and increase the recovery of discarded materials. It is responsible for helping improve the performance of local government recycling programs and for promoting and developing markets for recyclable materials. The Section is the lead state agency on environmentally preferable purchasing and for educating citizens on the importance and opportunities for waste reduction and recycling. It works to implement the policies and state legislation in addressing the wide range of discarded product and materials and conducts evaluations of the success and benefits of waste reduction and recycling efforts in North Carolina.


This position will provide assistance to North Carolina-based recycling companies and to recycling companies interested in locating in North Carolina. It will function as the formal liaison on recycling business recruitment efforts, and provide technical assistance to the North Carolina Department of Commerce staff and to other service providers that routinely work in the economic development field. The position also acts as a general conduit for raising awareness among the economic development community of DENR’s non-regulatory assistance programs for business and industry. The position will serve as a technical resource to business and industry and others on recycled material supply, recycled product development and purchase, and access to potential financing and business assistance services, especially instruments used by the State of North Carolina in the recruitment and retention of businesses.  As part of its routine duties, the position will participate in grant-making processes and assist in managing grant contracts.

Knowledge, Skills and Abilities / Competencies

  • Professional experience in either the economic development or recycling fields.
  • Excellent oral and written communication skills 
  • Working knowledge of Word, Excel, Access and PowerPoint.

Minimum Education and Experience Requirements

Graduation from a four-year college or university and three year of business administrative experience. A degree in business administration or related field is desirable. A master's degree in business administration may be substituted for one year of general experience. Business administrative experience may be substituted for a college degree on a year for year basis in cases where the most recent years of experience indicate professional level skill attainment. A foreign language skill, if applicable, may be required for a position staffed to international development
