The Citizens of the United States require the National Security Agency (NSA) be managed and further developed by State representation guided by their State's Constitution, including ALL states, with diverse ethnic and cultural constituents, composed ONLY of state elected doctors of philosophy (ethics) and science (technology development) and having no affiliation with judicial nor legislative development activities, to ensure the Security of all peoples Freedoms free of Corruption, and to determine how the information collected and derived by the NSA shall best be used as it relates to our Freedoms and Security, and to "absolutely" restrict this information from any other purpose. The NSA shall have NO AUTHORITY over any investigative or enforcement personnel; but shall provide notice to individuals involved with corruption to make restitution or have evidence provided to the District Attorney for investigation and judicial processing. The Senate and Congress shall continue to provide ethical oversight of the Investigative Branches that the NSA supports (CIA, FBI, Homeland Security ...) which provides INDIRECT ethical oversight of the NSA. The NSA State elected Representatives after a 2-year term return to their Universities to teach classes in ethics and technology development to cultivate the next generations of NSA Ethics Representatives.

There is a DIRECT CONFLICT OF INTEREST to have the Senate and/or House monitor for political corruption. There are many types of corruption involving individuals and corporations. However, our Representatives build laws that guide allocation of national resources and opportunities. Corruption within our Representatives AND their Advisers depresses the nation's ability to act ethically; instead acting to promote undeclared coalition objectives.
The NSA monitors millions of data sets every day that needs every States Constitution as an ethical guide, AND the magnitude of expertise to understand the technologies and analyze those data sets. Currently, there is no rational nor ethical oversight because there is tremendous conflict of interest AND inadequate training in the way the NSA is managed. YET the NSA protects our Bank Accounts and is an absolutely necessary part of ensuring corruption does not eventually destroy the United States, and the Freedoms of all humans everywhere. The NSA needs ethical management and an avenue to report corruption ethically.
Individuals give money as a form of influence. If an individual does not believe their voice is heard, they will not contribute money to Representation. By creating ethical Representation, money is contributed as a charitable donation to further ethical Representation, not as a form of corruption. More people contributing to ethical Representation translates to the government providing broader opportunities (connections between all peoples). This act leverages under-utilized resources for broad ethical developments, which makes available even more resources and related opportunities for development. These increased cash flows provide sustainable growth for our Representatives.

The National Security Agency (NSA) has been cited as unconstitutionally violating personal freedoms and related privacy in support of increasing national security. Corruption has entrenched itself to support Treason by some of our Representatives. The NSA does not report or act upon political corruption related to the weakening of National Security (treason). This MUST change. Create a large system of elected doctors of science and philosophy that support their State's Constitution and Federal Constitution to continuously develop monitoring technologies and act to ethically manage the use of collected data. This is funded by the increased broad national business development that is currently shackled by corruption supported by our government.

The above proposal describes in structural detail a system of managing the NSA. These elected "qualified" doctors of science and philosophy that support their State's Constitution and Federal Constitution, manage NSA technology developments and its use. The NSA monitors but has NO AUTHORITY to manage the sub-directorates they support (CIA, FBI, Homeland Security ... ); to ensure actions related to data collected equally applies to everyone.
Business Collaborators are created through shared Respect. Respect is generated by conferring trust related to shared useful information. Disdain is conveyed instead when information is NOT useful or found to contain deceit, and then business collaboration stops.
With the current progress toward manipulating space/time relationships and AI, tools feasibly will be available in the near future. Who will benefit from the use of these tools? Who will have Freedoms and Who will be Secured? We need to eliminate corruption broadly to prevent a few to benefit at the expense of the many. Not just for space exploration, the same technologies can easily be weaponized.

Non-Profit dedicated to the broad Teaching of Common Sense. Generating people able to plan productive futures for themselves and to create systems of people with which to share Respect. National systems of economic development increases educational funding because everyone makes more money, higher incomes translates to more available State and Federal funds from more taxes being available, less public assistance being needed, lower crime rates and less people in prison all translates to lower percentage of taxes paid. This is how the NSA gets funding, by the people being able to act upon broader opportunities. The NSA needs to grow anti-corruption monitoring technologies and provide ethical continuous improvements, as criminals update their ability to corrupt.
