•Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. 1.   Assessor: Approve Tax Roll Corrections as listed in batch dated October 18, 2021, pursuant to A.R.S. 4.   Clerk of the Board: Recommend State approval of a bingo license application submitted by Michael D. Elliott for bingo games to be held at Fortuna Palms Community Club, 10812 S. 14 E, Yuma, AZ, on Wednesday evenings.

5.   County Administrator/Emergency Management: Authorize the Chairman to sign Subgrantee Agreement No. 210406-01 between Yuma County Emergency Management and the State of Arizona Department of Homeland Security for the State Homeland Security Grant Program (SHSGP) effective October 1, 2021 through September 30, 2022, for CERT Program training. 6.   Engineering: Authorize the Department of Engineering to proceed to acquire by donation, purchase or condemnation the right-of-way necessary to construct the Avenue E from State Route 195 to County 18th Street Project, CIP No. 1.1103.  Click to View Approved as presented
 
7.   Public Works: a) Authorize the Public Works Director to purchase one new 2023 Mack GR64FT heavy haul semi-truck from Vanguard Truck Centers, utilizing Sourcewell contract #060920-MAK in the amount of $153,900, and; b) Authorize the Public Works Director to execute all contract documentation, contingent upon review by legal counsel. 8.   Public Works: a) Authorize the Department of Public Works to participate in the City of Yuma's Asphalt Sealant Services Contract Bid No. 2020-20000158, for an estimated 57,637 square yards of HA5 High Density Mineral Bond at an estimated cost of $166,829.87, and; b) Authorize the Public Works Director to execute all agreements and financial documents as needed to expedite the contracting process, contingent upon review by legal counsel. 10.   Superior Court Administrator: Authorize the Chairman to sign the Certification Statement verifying that monies collected in Fiscal Year 2020-21 by Superior Court, Clerk of Superior Court, and Yuma County Justice Courts totaled $5,873,654.66 which is 5% in excess of collections of the baseline year, of which 5% or $248,409.63 is eligible for the "set aside" fund pursuant to A.R.S. 41-2421(C). 12.   County Attorney: Authorize and approve the settlement of property tax appeal Case No. TX2020-001138 711 Hospitality, LLC v. Yuma County, setting the Full Cash Value of the Subject Property for Tax Years 2020 and 2021 at $1,300,000.00. Click to View Approved as presented
 
13.   County Attorney: Authorize and approve the Settlement of property tax appeal Case No. TX2021-000257, Kohl's Department Stores, Inc., v. Yuma County, setting the Full Cash Value of the subject property for Tax Years 2022 and 2023 at $5,200,000.00. Click to View Approved as presented

1.   County Administration: Discussion and possible action regarding the following legislative items: a) A report to the Board of Supervisors regarding proposed bills in the Arizona State Legislature with impact to Yuma County, and; b) Update regarding strategies relating to federal legislative priorities. 1.   Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate.
