He has been bailed to appear in the Melbourne Magistrates Court on Friday.

Distressed family members of the woman arrived at the Reservoir police station shortly before 11am.

One of the group identified the woman as Aman Preet Sanhotra, an Indian national. She was reportedly in Australia for a hairdressing course.

Police are appealing for witnesses to the collision outside Ruthven station at the intersection of High Street and Broadhurst Avenue, Reservoir about 10.40 pm.

Police said a witness told them the woman was struck by a green B-double truck with white markings.

The truck dragged the woman to the next intersection, stopped momentarily, then drove on.

Paramedics said the woman died soon after they arrived at the scene.

Investigators arrested a man in Shirley Way, Epping, at 3.30am.

Police have appealed for other witnesses to the collision to contact Crime Stoppers on 1800 333 000 or visit www.crimestoppers.com.au.

Meanwhile, a motorcyclist has died after a collision with a Tarago van in Somerville, on the Mornington Peninsula, this morning.

Police said the 20-year-old male rider, who is yet to be identified, was travelling along Eramosa Road about 6am when he collided with the van turning in front of him.

The rider was thrown more than 10 metres down the road and the motorbike was destroyed in the crash.

An air ambulance arrived to take the man to hospital, but he died before take-off.

Assistant Commissioner (traffic) Ken Lay said "extreme speed'' was a factor in the crash.

"We know that motorcyclists can be very, very hard to see and when we see them far off in the distance sometimes we think they're a bit further away than they are, but you combine that issue with really high speeds and they're at super risk of hurting themselves,'' he told Radio 3AW.

"The early indications are there was really extreme speed on behalf of the motorcyclist

''Unfortunately, the driver of the van that did the U-turn in front of the bike, I understand he lost a friend in recent times in a motorcycle accident too so that's really, really hurt him and he's very, very distraught.''

The van's driver, a 22-year-old man from Somerville, is assisting police.

Eramosa Road is closed between Stanley Street and Todd Grove and not expected to open for at least two hours.

In another accident overnight, rescue crews took 90 minutes to release a teenage driver who was trapped in his car following a smash on the Monash Freeway at Dandenong shortly after 3am.

The youth's car had collided with a truck and suffered extensive damage on the driver's side, said Ambulance Victoria.

"The driver aged about 17 was trapped by the legs, with the dashboard and firewall of the car pushed forward onto him,'' intensive care paramedic Don Alexander said.

"The passenger side of the car wasn't damaged, and a passenger was out and walking around when we arrived.

"We treated the trapped teenager while CFA rescue crews worked for 90 minutes to free him.

"He was speaking to us throughout the rescue operation, but was in a deal of pain.''

The teenager, who had a fractured arm and leg and abdominal injuries that may have caused internal bleeding, was flown to The Alfred hospital in a stable condition.
