LOOking bAck whiLe getting bAck On OuR feet

While the pandemic is not yet over and still remains a threat, most educational institutions opted to return to face-to-face classes. It is hoped that in-person lessons will increase academic performance, mental health and well-being, and social engagement skills of the students.

Students have the chance to connect with, collaborate with, and network with their fellow learners from a variety of backgrounds in addition to accessing more knowledge and a richer understanding through the teacher’s body language.

Of course, other endeavors of educational institutions also proceed onsite. The almost threeyear gap of not seeing faces also affected pursuits such as extra-curricular activities such as the participation of students in activities initiated by academic-related organizations which are important just as academics as this is an avenue where people learn to manage time, acquire organizational skills, and improve self-esteem. Also, research says that extracurricular activities can improve the overall outlook of a learner. Several studies already confirmed the significant relationship between these undertakings and academic performance.

Thank you for the continuous improvement in lowering the number of active cases of COVID-19, aside from people can now opt to freely talk without the usual covers on their mouths, gatherings, meetings, crowds, and even rallies are back on their usual set-up.

The birth of break-out rooms might stimulate teamwork but they do not hold the same value as seeing human beings during discussions. Convos are now more authentic, more genuine, and more real as you not only listen to a facilitator but also watch his or her antics. No option to view a recorded video presentation and lecture at a later date, likely to be at your most convenient time, but instead you are naturally more engaged and focused.

Graduations, sports competitions, college week, and other momentous occasions are now being held in real-time, with no edits, and no reworks. More fun, more natural, and more normal.

Looking back, one can almost say that the regular pre-pandemic days are a gift we have taken for granted, however, it is certain that the people are no longer making the same mistake.

Salutations of peace and wellness to all!

Venturing into another school year poses risks for everyone- students, parents, faculty members, office personnel, administrators, etc.- due to the still-present pandemic. Regardless, BulSU chose to face the challenges and capitalize on the opportunities of the “new normal”, towards development and innovation.

The possibilities for improvement are endless. There may be hurdles along the way, but there are also abundant means to overcome them.

The Office of the VPAF has been one and optimistic with the University in performing towards the attainment of its Mission and Vision.

Let us not be complacent in desiring progress and be productive despite the odds. Let us all continue to strive for betterment, especially for ourselves. SOAR BulSU!

On PhilOsOPhy Of educatiOn and teaching Practice

The teaching profession is said to be the most “noble profession which shapes the character, ability, and future of an individual” (Dr. A.P.J. Abdul Kalam).

Hence, teaching practice serves as key instrument to impart knowledge necessary for meaningful and productive existence while the philosophy of education is most crucial in giving and receiving knowledge that preserves and sustains our life and our life-purpose, as confirmed by God’s Word in the Bible that says, “The people perish for lack of knowledge”. In addition, it is through education that all the other professions and fields of learning are established; where all kinds or classification of professionals are trained and raised up.

In view of this truth, I am enlightened with realization of the great need to have a new mindset and deeper understanding of my role as an educator as well as the fundamental significance of the philosophy of education and my teaching practice.

In view of the historical and philosophical analysis on the article entitled “Interaction between philosophy of education and teaching practice”, I realized that Philosophy of Education is far more than a learning area or a field of learning and that both philosophy of education and teaching practice must go exceedingly far beyond the four corners of the classroom to the next and endless generation.

The article has helped me understand that the aims of philosophy of education and teaching practice must be to preserve as well as to advance the divine culture of humanism which the authors Boris Michailovich Bim-Bad, and Lioudmila Ivanovna Egorova claimed as “Values of humanism, human and personal dignity, social initiative and creativity, democracy, patriotism, national self-consciousness”.

I am also reminded of the divine mandate to “Train up a child in the way he should go and when he is old, he will not depart from it” (Proverbs 29:6) and to “Go and make disciples of all nations, TEACHING them to obey all that the LORD has commanded” (Matthew 28:18-19).

The root, foundation, and motivation of every teaching practice and philosophy of education should be anchored on the real purpose of education, as instituted by the said divine mandate.

J. Dewey (1859-1952), having written over 40 books and 800 articles, had passionately impacted education through his writings. I / we as educators can also influence the world of education through our philosophical thoughts and principles and teaching practice that give the students opportunities for both the “mental and moral development” through system of education or pedagogical approaches such as ...

... putting emphasis on dialogues among the teacher and the students in order to come up with a new, united, and strongly grounded learnings like what we are doing in our class at the beginning of our discussion, where we are free to share our opinion, experiences, understanding of the issue as facilitated by our professor.

I realize then that a good teaching practice is one that is not ‘bookish’ or rigidly limiting education based on the expected subject matter or what the author called ‘class and lesson’ education system but rather one that results in B.M. Bim-Bad’s ‘Service Learning’ which is similar to what we call collaborative learning. Philosopher Freire’s project – based learning” can have a lasting impact even on the generational culture.

Facilitating the sharing of ‘take aways’ or insights are also powerful teaching practice / pedagogical approach to impart real, lasting / permanent learnings that “involve not only the intellect, but also emotions that “are of great importance in the process of learning and studying, that thinking processes depend on how friendly the emotional atmosphere of school and class is”.

A good teacher with a powerful philosophy of education and teaching practice is one who facilitates learnings and discussion through different teaching methodology such as the art of questioning, strategies for communication, and a prevailing and significant ‘emotional, accepting classroom atmosphere’ where every student may have the opportunity to share his or her insights through “dialogues, group projects, exchange of observations and discoveries” instead of “imitation, memorization and reproduction” resulting to transformational learning so that both philosophy of education and teaching practice become agents of change for the present and future generation.

PreParatiOn and Perseverance: Ingredients fOr a triumPh cake

If you failed to plan, you planned your failure.

Month-long preparation for a sweet cake we wanted to taste. The hands of reliable mentors mold each learner. Look at their eyes, full of eagerness to bake a triumph cake. Multiple numbers of choices but the Board Licensure Exam for Professional Teachers review is the important ingredient that tastes like no other.

Astounding people work together to blend a flawless strategy to plan a success. Nothing beats the effort of the administrators behind the mixture of the important ingredient. It is composed of professionals who excel academically and casts by the struggles of life. They are the remarkable ones who continue to enhance their expertise through different seminars and pieces of training.

Their minds are the inspirations we can use to survive the one-day exam that holds either victory or failure. With their hearts is the hope to pass and make everyone proud. Their eyes hold the determination to share what they know for us to be able to succeed. Their actions show the recipe for

us to be able to succeed. Their actions show the recipe for a sweet accomplished BLEPT review.

Efforts to make a good gateau aren’t easy as it seems. Making excellent indepth tests, lectures, and reviews in both professional and general education disciplines are handled by mentors who produced top-notchers.

Also, the majors are in the hands of a specialist in the said subjects. The composition of the important ingredient also makes an accessible study environment for aspiring takers and updated calibers for the paper and pen assessment.

Don’t forget the perseverance ingredient. The BLEPT review of the College of Education will help you evaluate yourself as a person and an aspiring professional.

Looking at the personal aspect, you will know how persistent you are to face the day of judgment. In the perspective of aspiring professional, the review will assess what you know and what discipline you need to persevere more.

The triumph cake is a combination of you and pieces of all professionals in the foundry of knowledge. The preparation is composed of the efforts, wisdom, and generosity of the admired individuals in the College of Education at Bulacan State University.

The perseverance is in the hands of each one of us who decides to fulfill the pledge of achieving the mission and vision of our beloved Alma matter and baking the sweet kuchen where all our loved ones will be proud.

The opportunity given is the opportunity needed to be taken.

Outstanding alumni awards: Bulsu alumni as heralds Of change in sOciety

Bulacan State University (BulSU) Alumni Relations Office and the Bulacan State University Federation of Alumni Associations (BulSUFAAI) spearheaded by Prof. Ma. Theresa F. Reyes, head of Alumni Relations Office, have devised the Outstanding Alumni Awards program for the alumni who have manifested exceptional and praiseworthy performance in their chosen career last December 6, 2022 at Bulacan State University E-library Function Room.

For so many years, Bulacan State University (BulSU) has been producing graduates who exists to produce highly competent, ethical and service-oriented professionals that contribute to the sustainable socioeconomic growth and development of the nation. Some alumni have also distinguished themselves in the chosen field and in the process have reaped honors for their alma mater.

Each alumni have successfully passed these criteria: Must have graduated from any curricular program of the BulSU, Outstanding Achievements and Exceptional Contributions, Must have demonstrated commitment to the realization of the ideals embodied in the University’s vision and mission, and goals, particularly its core values, must have earned peer recognition in their field, industry, specialization, or expertise where they are acknowledged to be in good community and professional standing, and must lead

a life of moral integrity and uprightness, traits that are worthy of emulation by the young.

Many alumni have been nominated for these awards; this was open to all BulSU alumni and was posted in the BulSU Official Fb page. However, out of all these nominees, these people have been chosen by the committee.

The Dr. Cecilia S. Navasero-Gascon, BulSU university president, and Dr. Teody C. San Andres, BulSU executive vice president, joined together to give awards and token of appreciation to the awardees. After receiving the award, each awardee was given a moment to give their successful stories to the crowd.

Bulsu meneses camPus launches vmIs fOr Barangay matungaO frOm research tO extensiOn

Transactions were previously done manually, which was difficult for individuals and resulted in piles of paperwork, until the advent of databases and automated transactions. Some rural areas, processes in their respective barangay halls are still using manual methods, particularly in Matungao, Bulakan, Bulacan.

It had 11,646 people according to the 2015 census, which was 15.21% of Bulakan’s total population. It is difficult to respond to citizens’ questions in the barangay hall given the size of the community. There were frequent issues like lost records, sluggish data processing, and out-of-date files. The barangay hall employees had a difficult time maintaining the inhabitants’ records because it also raised the possibility of data handling errors.

The Barangay Captain and the other Barangay Matungao officials have made a specific request for the creation and implementation of a Village Management Information System (VMIS) to Bulacan State UniversityMeneses Campus (BulSU-MC) to improve their current procedure and provide an efficient means of storing and reporting on data from censuses, manual social health systems, the granting of barangay clearance, and katarungang pangbarangay.

As a response to this issue BulSU-MC developed VMIS for Brgy. Matungao. Th VMIS provide Administrative Functionalities, Report Generation, Data Management,

and Automated Files. The developed solution with web based attributes serve as a centralized data bank for all of the files in the barangay hall. VMIS helps the staff to properly manage the files with ease, because creating, updating, and backing up of files will be digitized.

The system also has restrictions on accessing the files. It also has a feature that will filter residents who are eligible to request for barangay forms (e.g., cedula, barangay clearance, indigency form, etc.). The Quick Response Code or QR code is used for the verification, searching and releasing of documents requested by the resident. It has additional features such as access to view the record of the total number of the resident’s population, including their livelihood. The system produces an exact and accurate data to be processed throughout the system. Through this, it will lessen the work, cost, and time, which will help the staff of the barangay hall provide better, secure, and efficient service to its residents.

This funded research was also presented last September 20, 2021 at the 1st Multidisciplinary Faculty Research Summit for External Campuses held by Bulacan State University External Campuses Research and Innovation Office. This project was spearheaded by Sheryl Delos Santos Ellamil together with Michael John Mabanta as software designer and Criselle Valdez as software developer from BulSU-Meneses BSIT Department.

#lakasngBulsuan: Bulsu gOld gears finishes tOP 6 in acadarena alliance games sPlit 2

Have you ever heard of the line: “Kaka-computer mo yan?”–the line of your parents scolding you when you don’t get your stuff done while playing video games. But for these group of gentlemen, they turned it to an opportunity, and eventually banner the university’s varsity monicker, the ‘Gold Gears’ for the university’s official Valorant Esports team.

The Bulacan State University Gold Gears Valorant Team made history of finishing in the Top 6 in the Valorant Tournament of the recently concluded AcadArena Alliance Games (ALLG) Split 2 last December 2022.

The team were handed down two consecutive defeats in the hands of the 4-time defending champion De La Salle University (DLSU) Viridis Arcus in the Upper Bracket Semifinals; and to Pamantasan ng Lungsod ng Maynila (PLM) Atomos Haribons in the Lower Bracket, to round out their journey in the tournament in the Top 6. Both matches ended in a 1-2 series score, in favor of the opposing teams.

The Gold Gears earlier went undefeated in the play-in stage with a 3-0 win-loss record; defeating iAcademy’s Elix Hydra, West Visayas State University (WVSU) Leviathans Ghost, and UP Diliman (UPD) Oblation Esports to qualify for the Group Stages in the process. The Group Stages saw the Golden Gears being grouped with De La Salle-College of Saint Benilde (CSB) Romancon Gaming, University of Santo Tomas (UST) Teletigers, and Malayan Colleges of Laguna Warlocks. However, the team barged its way in the groups, defeating the Teletigers in their opening group assignment as they hacked out a 2-1 win, and a 2-0 victory over the CSB Romancon Gaming in the Winners’ Finals to secure a ticket to the Playoffs.

The team roster consisted of Team Captain Jefferson San Jose (Jep), along with Krhis Fernando (Guinsoo), Vincent Paul Lubio (Venzee), Ronan Vincent Martin (Cent), Nash Virrel Cruz (Eizuma), Mark Maglalang (Z3N), and King Mc Chester Tabing (Naksuu), with Head Coach Albert Kobe Conde Serrano and yours truly as the Team Manager, leading the pack. The Alliance Games, is the biggest collegiate Esports tournament held bi-annually, known for its prestige and competitiveness as universities and colleges around the country participate. The games are usually held online, but for the remaining finalists in the season, players will compete in a local area network (LAN) setup and are usually held around Metro Manila in a specific location. The previous season was considered the most prestigious in the country’s collegiate Esports scene, bragging a P1,000,000 prize pool along with the P375,000 worth of AcadArena scholarships that came with it for the champions of every tournament which included game titles such as Mobile Legends: Bang Bang, Valorant, Call of Duty: Mobile, League of Legends, and League of Legends: Wild Rift. The games were also sponsored by one of the leading telco networks in the country, Globe at Home, and its peripherals partner, Logitech G.

The BulSU Gold Gears Esports Team is managed by the leading lifestyle student organization in the university, BulSU-The Otaku Philippines (BulSU-TOP), and is a proud member of the Alliance Program of AcadArena Technologies, Inc..

san miguel cOrPOratiOn reaches Out tO BulakeñO Bulsuans

One of the most well-known corporations in the Philippines is San Miguel Corporation (SMC). They have been one of the largest and most diversified conglomerates in the Philippines for over 130 years. One of their core values is to help each other to succeed. They firmly believe that their greatest resource is ‘malasakit’

True to their words, SMC has granted five (5) scholarships for students under the relocatees. Relocatees is the term they used for the people residing in Sitio Bunutan and Sitio Capol.

These two (2) places are part of the coastal areas of Bulakan. These students are studying at Bulacan State University-Meneses Campus (BulSU-Meneses).

They are under the Bachelor of Elementary Education (BEED), Bachelor of Secondary Education (BSEd), and Bachelor of Science in Business Administration (BSBA).

These students are receiving a full scholarship plus an internet allowance. Incidentally, Sitio Bunutan and Sitio Capol are also the adapted community of BulSU-Meneses since (2017).

Following the discussion with the campus director, Dr. Marita R. Parobrob, SMC has expressed interest in providing further scholarship grants to ten (10) more eligible and underprivileged Bulakan students attending BulSU-Meneses Campus.

The BulSU-Meneses Campus and SMC cooperation officially began with this endeavor. Many projects are currently underway.

meneses camPus sPearheaded Perfume and tOilet BOwl making tO tnhs

A training culminated last October 19, 2022 for Camp Project VI: SAMBALARAN 2022 at Taliptip National High School (TNHS). This was attended by the faculty, staff, and students’ parents of TNHS. A short greeting of welcome was delivered by the Head of Academics, Industry and Community Extension Projects for External Campuses, Ms. Ana Maria G. Felizardo.

It was immediately followed by the Statement of Purpose of the SAMBALARAN VI given by the Campus CESU Head, Ms. Myrna C. Santiago.

The training session was initiated by Ms. Ana Maria G. Felizardo. She delivered a training on Tile and Toilet Bowl Cleaner Making. This was followed by the demonstration of the procedures and precautions on how to make homemade perfumes by Mr. RS Wilson DR. Constantino, faculty of Meneses Campus.

After the demonstration of Mr. Constantino

and Ms. Felizardo, an open forum was conducted and entertained various business questions from all the participants of the training seminar.

The program was ended with the word of thanks from the TNHS Academic Head Dr. Milagros L. Valdez and a closing message by the Campus Secretary of the Meneses Campus, Dr. Marita R. Parobrob.

Bulsu extensiOn services Office cOnducts Benchmark activities at western PhiliPPines universityand Palawan state university in Palawan

In pursuit of providing quality services to its clients, the Bulacan State University (BulSU) Extension Services Office (ESO) conducted benchmarking activities on Western Philippines University, Aborlan, Palawan and Palawan State University, Puerto Princesa City, Palawan on October 24, 2022.

The extension team was led by the Extension Services Director, Dr. Sheila A. Bernaldez; with her were Faculty Assistant for Research, Development, and Extension, Dr. Russell N. Alfonso; Assistant Directors for Extension Support Services and Program Management in the persons of Ms. Noemi F. Gatchalian and Ms. Joana May Nepomuceno; Program Components Heads for SAMBALARAN, Moog, and Daloy ng Kalikasan, Ms. Maria Antonina Santiago; Ms. Jennifer Ignacio, and Ms. Marissa Dela Cruz; also included in the activity were the College of Science Program Chair for Environmental Science, Dr. Edwin Tadiosa and ESO Staff, Ms. Nanette M. Caspe. Their visit to the two universities is to acquire new modalities for the improvement of BulSU’s extension processes and gain inspiration and ideas regarding their best practices.

The whole team of BulSU ESO expresses its gratitude to the following administrators of Palawan State University and Western Philippines University for the warm welcome and for extending their time and efforts in preparing a well-structured and informative presentations related to community engagement:

Office sPearheads day 2 Of InternatiOnal cOnference On research InnOvatiOn and cOmmunity engagement (IcOnrIce)

Bulacan State University (BulSU) held its first hybrid international research paper presentation since the pandemic dubbed as International Conference on Research Innovation and Community Engagement (IConRICE) through the Office of the Vice President for Research Development and Extension together with its international partner, the Wetlands International last December 14-16, 2022.

The three-day conference themed, Research Innovation and Community Engagement: Catalysts in Shaping the Society was generally conducted to be an avenue of opportunity for disseminating cutting edge research findings as well as to expose researchers in their chosen field receiving inputs from experts on how to strengthen their work in return. Day one session was spearheaded by the Research Management Office. Various research paper presentations both in professional and student categories were introduced.

For the second day of IConRICE, in his message, Dr. Teody C. San Andres, Executive Vice President hoped that the conference will help us realize better approaches in solving our social and economic challenges. Dr. Annadel S. Cabanban, Country Representative for Wetlands International expressed her gratitude to BulSU for being part of the conference. She also emphasized the importance of wetlands and gave light on their recent engagement with coastal areas in Bulacan establishing Associated Mangrove Approach.

Covering second day’s morning session headed by the Extension Services Office were the presentations of two international speakers from the Lingnan University, Hong Kong and Wetlands International.

In his discussion, the Guest Speaker, Dr. Albert Ko of Lingnan University, Hongkong tackled humanitarian and inclusive business. (Continued on the next page.)

Dr. Ko is a Mechanical Engineer and was exposed to humanitarian mission when he was younger. He shared his projects in robotics: search and rescue for earthquake and modular robot. According to Dr. Ko, humanitarian technology is intended to solve the dilemma of climate change, disaster response and global health challenges for a wider range of community especially the underprivileged.

Meanwhile the second guest speaker, Dr. Ritesh Kumar of Wetland International – South Asia discussed the wise use of wetlands. He reiterated in his lecture that ecological character is as important as wetlands character which is part of a system property.

After the discussions, open forum was prioritized. The latter part of the second day of conference was hosted by the Development and Innovation Office.

IConRICE concluded by conducting voluntary field activities as part of Environmental Volunteerism Movement: A Community Engagement Day (EnVMACED). These activities are the simultaneous reforestation activities in upland and coastal areas of Bulacan specifically at Sitio Suha, San Mateo, Norzagaray Bulacan and Pamarawan, City of Malolos, Bulacan. A total of 150 participants combined composed of BulSU Administrators, Faculty members, Non-Academic personnel and students joined the activities.

EnVMACED was made possible through the efforts of the Research Management Office, College of Science and the Institute of Environmental Governance.

As part of the International Conference on Research Innovation and Community Engagement’s (IConRICE) voluntary field activities, Environmental Volunteerism Movement: A Community Engagement Day (EnVMACED), a simultaneous tree planting activities were conducted through the Institute of Environmental Governance (IEG) headed by Ms. Jennifer C. Ignacio and the College of Science in coordination with the Research Management Office at Sitio Suha, San Mateo, Norzagaray, Bulacan and Sitio Pulu-Pulo, Brgy. Pamarawan, City of Malolos, Bulacan last December 16, 2022. It was participated in by selected BulSU Administrators, Faculty Members, Non-Academic Personnel, and students together with the Peoples’ Organization, Briquettor Association of the Philippines Inc. (BAPI) and residents of Brgy. Pamarawan.

A total of 500 hardwood and fruit-bearing trees composed of Narra, Firewood and Guyabano were planted in the upland area while 300 Rhizophora seedlings were planted in wetlands. Brgy. Pamarawan is one of the adopted areas of BulSU through the IEG. Numerous mangrove planting activities together with the Wetlands International Philippines were conducted since 2017.

On the other hand, the 10-hectare site in Norzagaray was awarded to BulSU by DENR is under the NGP or National Greening Program. It is a flagship program of the DENR launched by the then President, Hon. Benigno Aqui- no Jr on 13 May 2011. It has the objective to plant 1.5 bil- lion trees in 1.5 million hectares of land from the period of 6 years from 20112016. On 12 November 2015, a signed Executive Order 193, s2015 expands its coverage from 2016-2028.

Subsequently, in 2019, the DENR forged a partnership with BulSU through its environmental advocate arm, IEG supervised by its former Head, Dr. Elizabeth A. Chua and organized people’s association, the Briquettors Association of the Philippines Inc. to support the program. All parties are expected to collaborate in the adoption of the National Greening Program reforestation areas established in Bulacan under the jurisdiction of Community Environment and Natural Resources Office Guiguinto Bulacan (CENRO Guiguinto.)

Included in the provision of MOA is the enrichment of the existing vegetation of the 10-hectare area through planting activities composed of fruitbearing and hardwood trees. Likewise, there shall also be maintenance, monitoring, evaluation and ensured protection of the area for its sustainable growth.

To further improve the quality of providing responsive public services directed toward the rural population, the Extension Services Office conducted a Capacity and Capability Building Training carrying the theme, “Strengthening Community Engagement and Community Service-Oriented Culture last November 18, 2022 at BulSU Hostel Function Hall. It was participated in by the Deans, Program Heads and College Extension Service Unit Heads of Main and External Campuses.

The University President, Dr. Cecilia S. NavaseroGascon in her inspirational message, lauded the efforts of the University through the extension services for extending responsive community engagements in spite of the challenges brought by the pandemic. She also challenged the BulSU community to assume their role in taking part on providing high impact extension services for sustainable socio-economic growth and nationbuilding. Following her message, Engr. Erwin dR. Magasakay, Vice President for Research Development and Extension.

Keynote and Resource speakers include, former CHED Commissioner, Dr. Ruperto S. Sangalang; Dr. Lilibeth P. Novicio, Chairperson of Cavite State University Department of Forestry and Environmental Science College of Agriculture, Food, Environment and Natural Resources; Dr. Richard F. Clemente, Former Director for BulSU Research Management; Dr. Mary Ann P. Caranza, BulSU Executive Director for External Relations and Internationalization; and Dr. Nicolo Velasco, Former Head for BulSU Planning Office and Campus Director for Extension Services - External.

In his discussion, Dr. Sangalang presented the real challenges faced by the Universities in doing extension services and also highlighted the practices to develop a culture of community engagement. Following his lecture, Dr. Novicio shared about the Science for the Convergence of Agriculture and Tourism (SciCAT) which is a collaborative project between Cavite State University; DOST – PCAARRD; the University

of the Philippines Institute for Small Scale Industry (UPPISSI); Department of Tourism and seven selected Magsasaka Siyentista of the Philippines. According to Dr. Novicio, SciCAT developed Magsasaka Siyentista Farms into tourists’ attractions providing employment and entrepreneurship opportunities while showcasing matured technologies funded by DOST- PCAARRD.

The next discussion was led by Engr. Erwin dR. Magsakay, Vice President for Research Development and Extension. He presented the BulSU RDE Roadmap emphasizing the new policies and programs geared toward the UNSDGs.

In the afternoon session, Dr. Richard Clemente expressed the need to produce transfer of technologies stemmed from research-based and sustainable extension services programs, activities, and projects.

Meanwhile, Dr. Carranza explained the importance of community-based participatory action research all throughout the duration of the process that will eventually help the proponent to properly record the progress and impact of the extended study. For the last lecture, Dr. Velasco gave key points in doing impact study. He also reiterated that impact studies should not be for compliance but for societal change.

Fostering Robust Organic Agriculture Sustainable Technology (FROAST) held its culmination day dubbed as, Partnership Day: Sustainable Resource for the Future, 22 June 2022 at University Hostel. The said event is attended by various organic growers: Teachers Ip, Rio Garden, Bio Farm, 4Cs Farm, Felisicima Homeowners Association Fruits and Vegetables Farm, Agribusiness Farm Wokers Entrepreneur Association, Joey’s Farm (Munting Hardin sa Gubat), Samahan ng mga Magsasaka at Guro sa Institusyon (SAMGI), Briquettor Association of the Philippines Inc., Noi’s Rabbit Farm (Noi’s Integrated Farm), and Munting Paraiso ni Yolly Farm. The culmination activity was also an avenue of promotion and recognition and in fact IEC materials such as comics, magazine and coffee table book were introduced. The said materials are through the efforts of the College of Arts and Letters.

Dr. Reynaldo Naguit, Chancellor for External Campus in his welcome remarks as the representative of the Executive Vice President, Teody C. San Andres, focused on the goal of the partnership emphasizing that establishing common goals strengthens the foundation and act as a glue that holds the alliance together and noting, open communication is important in an alliance.

The Rationale was delivered by Dr. Elizabeth A. Chua the FROAST Project Leader and Director for Extension Services Office stating that the event’s purpose

is to celebrate the contributions of organic growers in strengthening the organic agriculture in the Province of Bulacan.

For the inspirational message, the University President, Dr. Cecilia N. Gascon left a challenge for everyone to really continue assuming the role of practicing what the project is advocating which is to promote and sustain producing and consuming chemical free foods and fibers. She also hoped that FROAST will be a part of the solution to restore our ecosystem’s sustainability.

On her gratitude message, Dr. Irene M. Adion, Research Division Chief of the Department of Agriculture Regional Field Office III lauded Bulacan state University’s contributions in different areas of studies aside from organic agriculture. She also wished all the organic practitioners to be part of participatory guaranteed system.

Moreover, DA NOAP Director, Bernadette F. San Juan through Engr. Anne Lisbo, Assistant Chief, Project Development support Division-NOAP expressed her heartfelt thanks the University’s relentless and determined efforts in delivering the project’s objectives despite the drawback caused by the pandemic.

The pandemic revealed the serious handicap of the country’s health sector as it brought in its wake a lot of consequences that need concerted actions by all sectors of society in order for them to be solved, with the crucial policy direction to be provided by the government. Among the sectors with a glaring need for a huge policy shift is the health sector.

In this, the educational sector will contribute invaluable efforts towards training and capacitating the future health professionals of the nation. Even with Central Luzon’s relatively short proximity to the National Capital Region (NCR), it can be observed that there is a scarcity of public institutions offering allied health programs.

In fact, there are only a handful of such courses among SUCs (xcept of BS Nursing). Equally noteworthy is the absence so far of an SUC offering a Doctor of Medicine program in the region, which is indicative of how challenging it might be to offer such a course.

BulSU-San Rafael Campus (SRC) was inaugurated in December 2022, and it represents huge strides towards meeting the challenges besetting health sector.

The Campus is envisioned as a flagship campus, a campus with consolidated Pre-Medicine programs, one among the few SUCs in the country with such distinct character. Among its program offerings are BS Nursing, BS Biology, BS Medical Technology and BS Psychology.

Because of health situation worldwide and of the country in particular, the government realized the urgency of strengthening the health sector, especially the public health system of the country. Enter BulSU leadership headed by University President Dr Cecilia Gascon, with its determined initiative and commitment to be proactive in this regard.

This agile disposition, coupled with the timely passage of law sponsored by Honorable Congresswoman Lorna Silverio of the Third District of Bulacan (RA 11329), enable the setting up of BulSU-SRC.

Corollary, such statute enables the provision of healthy government support in the form of capital outlay and MOOE.

BulSU-SRC complements the pre-medical course offerings of the university in different academic units like College of Science (BS Medical Technology, BS Biology), College of Nursing (BS Nursing) and College of Social Sciences and Philosophy (BS in Psychology).

The campus is envisioned to house about 3,500 enrolled students taking up allied health courses when all year levels are completed.

PhiliPPine health SituationeR

Data from DOH reveals that there are more than 20,000 medical doctors that are needed by the country’s health sector.

Much larger is the gap that exists in the different health professionals such as nurses, pharmacists,

medical laboratory professionals and technicians, and even health associates.

Nationally, it is revealed that there is a sizeable number of Filipinos who have not seen medical professionals in their lives.

PRoPoSed BulSu - College of MediCine

As BulSU is poised to make its presence greatly felt and demonstrated in the field of allied health programs, it even is in the cusp of offering its own medical course, which is a cherished dream by the entire BulSU community for several years now.

The future College of Medicine which shall offer a Doctor of Medicine program is envisioned to produce future health professional who are truly responsive to the basic and specialized health needs of the Filipinos.

Seen in this light, RA 11509 or more popularly known as “Doktor Para Sa Bayan Act” is one such desired government support which will make it possible for the country to consistently increase the number of Filipinos who seeks to become future health professionals thereby becoming active part of the government’s response to the highly challenging public health situation of the nation.

Paths tO success: the uneasy rOads Of let Passers

For four years, we’ve poured tears, blood, and sweat for the battle day we will sit in front of a gateway that holds either success or failure.

We faced different kinds of struggles and managed to stand again and again. In the moments of sleepless nights and breakdowns, together with the guidance of the Almighty, we can hope for a better result of this paper and pen battle with our strong minds and hearts as our weapons.

one VeRSuS two

Fighting a battle alone is already hard, and what more if you’re facing two?

After the sleepless nights, never-ending triumphs and failures, and the burning of the midnight oil, aspiring teachers would now face the final boss: the Board Licensure Examination for Teachers.

But for Ms. Arnel Jane B. Osing, the final boss had only become two. Treading her way to college with the threat of cancer made each step a lot tougher, yet perseverance and a tight hold on her aim made everything almost possible for her when she graduated Cum Laude.

Still carrying the burden of having cancer, she took the risk and used all the wisdom and competence gained from BulSU’s training ground, the College of Education, and overcame one of the final bosses with flying colors. With 93.40% accuracy on the recognized exam, she placed 6th out of the 91,468 examinees of elementary education.

Unquestionably, it’s not yet the end, for she still has one final boss left to finish. But one thing’s for sure, a BulSUan’s success is the success of the whole university, and Ms. Arnel’s story is only one of the countless victorious stories the College of Education has produced.

StRong heaRt: Sweet ViCtoRy

“Ang paniniwala mo sa kakayanan mo ang magdadala sayo papunta sa pangarap mo. At lagi ninyong tatandaan na, there is no straight path to success,” stated Ranny Allen De La Luna, a Bachelor of Elementary Education student with a passing rate of 93.20% in the past licensure exam for teachers.

In the College of Education, reporting, crafting lesson plans, and creating visual aids are what you eat for breakfast becomes your energy for battles ahead.

Just like Mr. Ranny De La Luna, who must juggle his work, review, then work, and devotion while bearing the thought that he lacks support.

It is indeed emotionally heavier to continue and pursue your ambitions when others put you down and even further when you’re making your little steps, but no one’s behind you.

However, these hindrances did not stop a BulSUan’s heart. They only fueled it more, making Mr. De La Luna rank 7 in the recent LET.

This testimony from Mr. De La Luna proves that the road to success is never easy. There will be different struggles you’ll encounter throughout the journey but having a strong heart will lead you through the sweet victory you’re aiming for.

“Sa totoo lang po I was never really sure na handa talaga ako para sa BLEPT. What I did is prepare for the exams. Tiniyaga ko po talaga ang pagre-review every weekend and after work for 5 months”, said Arjay J. Maclalag, Bachelor of Elementary Education former Bulacan State University student who ranked 7th in the Board Licensure Examination for Professional Teachers held last October 2022.

Passing the Licensure Examination for Professional Teachers is a significant event that Mr. Arjay J. Maclalag persisted in his ambition to get a new license.

His careful planning paid off, as he scored 93.00% and was spotted in the top 7 among thousands of takers of the said licensure exam.

It’s fulfilling to get an achievement, especially if it’s something we’ve worked hard for, but it’s even more worthy when something good, unexpected follows.

“Hindi po talaga ako makapaniwala na kasama ako sa Top 10. Lutang na lutang po ang pakiramdam ko. I kept praying na mapasama ako sa top pero iba pa rin po talaga nung nakita ko na po yung pangalan ko sa official list ng PRC. After that I prayed and thank God for answering my prayers,” Mr. Arjay J. Maclalag said.

MiSSion aCCoMPliShed!

Many people say that when you are working, you will miss studying, but what if you are a teacher who must teach and study at the same time? Because a teacher’s career does not end after completing a fouryear course, they can pursue other opportunities, such as obtaining different licenses.

Ms. Julie M. Ramos is one of those teachers who just needs to turn her nights into days so that she can fulfill her passion for teaching and review for the licensure exam which isn’t easy after all.

She proved that “Kapag may tiyaga, may nilaga,” when the LET result came out this year, his sacrifices made in preparing for the licensure exam were immediately repaid, and she made it to the top 10 because he got 92.60% of the correct answers.

Ms. Ramos shows one of the real stories of a teacher who continues professional development for the betterment of her students.

She is one of the living accomplishments of the College of Education as well as the Bulacan State University’s mission to produce highly competent, ethical, and service-oriented professionals that contribute to the sustainable socio-economic growth and development of the nation.

The road to success isn’t as simple as it first appears, especially when we run into challenges we weren’t expecting. But the SOAR of our cherished university will always hold a special place in BulSuan’s heart.

The four names stated, along with everyone else who took the test, represented the warriors who had been formed by adversity and had received the best mentoring. These warriors brought victory in the name of Bulacan State University.

Bulsu: the sPOrts authOrity

Philippine Association of Track and Field Athletes, Inc. (PATAFA) is a national sports association in the Philippines that governs the sport of track and field, including events such as running, jumping, and throwing.

PATAFA aims to promote the development of track and field in the Philippines, provide support and opportunities for athletes, and help ensure that the sport is conducted in a fair and competitive manner.

As the governing body for track and field in the Philippines, PATAFA is responsible for organizing and overseeing national championships, selecting teams for

international competitions, and implementing rules and regulations for the sport.

Athletic teams from Bulacan State University took part, led by Sports Head Mr. Emil Cruz, Coach Michael Alfonso, Mr. Philip Salaysay, and HoneyJoy Salaysay.

These individuals showed dedication to the university as well as to the athletic teams, which were successfully achieving hard-won results.

BulSU achieved a total of fifteen (15) medals.
