Background
1. Boğaziçi is a top public institution with an international standing. Dating back to 1863, it has strong scientific, intellectual, and democratic traditions. [2]

2. At Boğaziçi, rectors are elected through free and fair elections by faculties. The only time in the institution’s history when these democratic processes were suspended was in the aftermath of the 1980 coup d'état. [3] [4]

3. On 1 January 2021, Turkey’s President Recep Tayyip Erdogan appointed a rector (VC) to Boğaziçi University in Istanbul from outside the Boğaziçi community. [1]

4. The appointee, Professor Melih Bulu, has been parachuted in without consultation with University staff or students.

5. Melih Bulu has been a member of the governing Justice and Development Party (AKP) since its foundation in 2002 and had run a campaign for nomination for the parliamentary elections in 2015.  

6. The appointment of Melih Bulu, has been seen as another step in Erdogan’s attempt to extend his influence over Turkey’s social and cultural life. [20]

7. He also faces allegations of plagiarism in his PhD thesis. [6]

8. Boğaziçi University faculty fear a number of negative consequences, including hiring based on political affiliation; malicious investigations against critical faculties; budget cuts to humanities and social sciences; and opening up the university’s iconic campus for private developers. [4]

9. For these reasons, Boğaziçi university students, staff, alumni and the broader civil society have organised peaceful protests and online campaigns demanding the appointee’s resignation, a return to the democratic process, and an end to outside interference. 10. These protests were met with escalating attacks by the president, the ministry of the interior, the AKP establishment, and the AKP-controlled media. The political attacks have been accompanied by excessive use of force by the police, supported with snipers located around the campus.

11. To date, the police have arrested more than 200 students. Student homes have been raided by SWAT teams in full gear. There are frequent reports of unlawful strip searches and abuse by the police of those in custody. [15] [16] [17] [18] [19]

12. In Turkey: At least 34 bar association heads and scores of civil society and professional organisations have condemned the government-orchestrated violence against university students exercising their constitutional rights. [19]

13. Outside Turkey: Education Unions, professional organisations, and rights defenders have condemned the Turkish government’s attacks and expressed their support for Boğaziçi university students and staff.

Government attacks have taken a critical turn for the worse on 1st February 2021
Late on the 1st February 2021, the Turkish riot police occupied Boğaziçi’s campus in an attempt to break up the four-week-long student protests. The police attack occurred after the city governor’s office banned meetings, rallies, marches, concerts, sit-ins and other public gatherings for a month. 159 students have been arrested, of which around 70 are still in detention.

Boğaziçi University Alumni Association (BÜMED) chair Önder Şahin met the appointed rector early in the day, urging him to meet the students and prevent police intervention. The appointed rector declined to face the students, retorting that ‘touching him’ would be ‘touching the state’.

2. Declare our support and admiration for Boğaziçi university students and staff in their defence of academic freedom and freedom of expression as the only environment in which scientific research, learning, and social development can be achieved.

3. Call on the Turkish president, his government, his governors, and his security apparatus to stop the demonization of  Boğaziçi students and staff; release all Boğaziçi students in detention immediately; respect the right of Boğaziçi staff and students to choose their rector.

4. Call on all heads of governments, higher education institutions, and UNESCO to call on the Turkish officials to respect the demands of Boğaziçi staff and students.
