With Ar crumbling under the heavy hand of victorious Cos some four hundred pasangs away, Treve exploits the weakness in Ar's traditional hegemony of Minus.  Treve, the Hidden City high within the safety of the Voltai, has long exerted influence in Minus, and expands Trevan control. 

At the present date, Minus is under the clandestine control of Treve.  The Minus government is replaced with citizens sworn to the Home Stone of Treve, and thus Minus becomes a key asset in Trevan spying within lands traditionally controlled by Ar. Marlenus has just managed to escape both the assassins sent to assure Ar's demise and the Trevan citadel which has held him.  Should Marlenus somehow return to power, Treve now has spies deeply planted within Arian territory.
