Description:

The City of Palo Alto's Public Works department is looking for a divisional manager to direct the activities of the refuse and recycling programs as a Manager of Solid Waste.   In this position, incumbents plan and assess operational goals and objectives.  Responsibilities will include developing budgets and allocating resources, developing and implementing cost recovery strategies, and intra-departmental coordination.   

In the near term, this position will need to analyze the Zero Waste Program and seek public agreement on a balance of expense reductions and rate increases that will keep the enterprise fund healthy and build reserves.  Articulating expense reductions and rate increases to City staff, the public and to the City Council will be critical.  Converting Palo Alto's closed landfill into a Park with the input of a wide range of stakeholders is also a near term key project.  Also critical is determining how best to recover resources from organic residuals and whether Palo Alto should construct a facility to do that.

Essential Duties:

Some of the essential duties of this position are as follows:

  • Supervise staff to include:  prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations;
  • Writes specifications, reviews plans, inspects construction for conformance with standards and specifications relating to various aspects of solid waste management;
  • Evaluates, corresponds, negotiates and complies with requirements set by regulatory agencies for landfill operations and recycling programs;
  • Develops staffing, analyzes and appraises results, and develops innovations to accomplish objectives and improve performance; assures that employee development programs meet division and employee needs;
  • Participates with and supports the Santa Clara County Technical Advisory Committee;
  • Creates, updates and reports results on quarterly and annual accomplishments to City, County and State.

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the knowledge and skills, which would typically be acquired through:

Bachelor’s degree and seven years of directly related experience, including two years of prior supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 

Licensing Requirements:
  • Valid California Driver’s License

Supplemental Information:

The successful candidate will have the ability to manage the 30 million dollar per year Zero Waste Enterprise fund within the City of Palo Alto.  The incumbent must be a financial manager, a people manager and the manager of a 126-acre Landfill-to-Park transition, which is occurring in Palo Alto.  A blend of financial management Zero Waste program management, supervisory skills, and the public involvement skills is essential.
