QUESTIONS 1) Lam INTERESTED IN BEING A COMMISSIONER to assure that management of the PUD continues to provide reliable and affordable power, water and wastewater disposal, and to enhance my leadership skills. The opportunity will allow me to expand my engagement in community service. 2), The EXPERIENCE AND EXPERTISE | BRING TO THE COMMISSION includes extensive experience in public power policy, strategic planning, and management, and less extensive experience in water systems and wastewater systems, including working with diverse stakeholders. 3) THE ROLE OF THE COMMISSIONER is to: ‘make decisions and conduct planning based on measurable evidence, while applying sound cost controls and prioritizing reliability and safety of services, and appoint, support, and evaluate managers who embrace that agenda and demonstrate the ability to advance that agenda, David L. At this point in my life, | wish to bring my knowledge and expertise into the capacity of a public official. | highly support the PUD's mission. Public service is my passion. | have spent more than 28 years in the public works sector, and I have a thorough knowledge of public agency processes, regulations and budget and rate setting. have a long history of successfully working collaboratively with all the stakeholders involved. Of the many facets of a public agency engineering career to draw from, I'm an advocate of utilizing contract review processes and ‘modified value engineering in looking especially at larger project contracts. | also am an advocate of asset ‘maintenance management practices that extend the life of assets with proactive servicing that keep the total cost of ownership low. | also have a background in emergency services and support mutual aid ‘agreements and the role the PUD can have in making our community more resilient to disasters. Ihave learned that regular interactions with other local governments and state agencies often yield mutual benefits. | hope to play a role in informing and engaging our legislative representatives in Olympia. While these are not direct responsibilities of a commissioner, they represent some of the values | support in ns and considerations of policies, purchasing and budget deliberations. discus Overall, | believe the first role of a commissioner is to listen. Listening carefully to rate payers, PUD staff and conferring respectfully with fellow commissioners will be key to understanding the issues at hand. ‘Commissioners are decision makers who also need to stay informed about industry trends, regulations and challenges and successes of other PUDs. Commissioners review and approve annual budgets and contracts. Another role of a commissioner is supporting and advocating for the PUD. The PUD Commission hires and periodically reviews the three Commissioner employees; the general manager, treasurer and auditor. Additional responsibilities are addressed in RCW 54. If selected, | will operate in the role of one Commissioner among three working to help provide reliable, efficient, safe, and low-cost utility services in a financially and environmentally responsible manner.
