* Salary Notes:  Candidate's salary will be calculated in accordance with Article 10.3 of the SEIU 1199nw bargaining agreement which says:

A nurse's experience as a registered nurse (RN) and/or licensed practical nurse (LPN), calculated as follows, will determine the placement of a nurse on the proper step within an "N1" range:

1. RN experience will be credited year for year.
2. Up to ten (10) years LPN experience will be credited at the rate of two (2) years LPN experience equals one (1) year of RN experience, for a maximum credit of five (5) years.


There is one (1) opening for a permanent full-time Nursing Consultant, Institutional (NCI) within the Division of Health Systems Quality Assurance (HSQA), Office of Community Health Systems (OCHS).

Primary Duties

This position supports the Department's mission by providing technical consulting and assistance to health care providers and WA communities about managing opioid prescribing and opioid use disorders.

This WA DOH position is funded by the Centers of Disease Control and Prevention (CDC) under its Prescription Drug Overdose Prevention for States grant. This position serves as a DOH clinical subject matter expert on opioid prescribing guidelines, opioid use disorder, evidence based preventions/interventions and treatments.

The position reports directly to a WMS 2 manager in DOH's Office of Community Health Systems in Tumwater but will be placed at, and work out of, the Alcohol and Drug Abuse Institute at the University of Washington in Seattle. Regular intra-state travel will be required.

Duties include:

• Provides technical assistance and clinical consulting services to health care providers and WA State communities about managing opioid prescribing and opioid use disorders.

• Develops strategies in conjunction with DOH and University of WA based on emerging data.

• Develops processes for monitoring ongoing performance and impact of technical assistance.  Use quality improvement process to help opioid intervention/prevention efforts meet grant goals and objectives.

• Collaborates and communicates with a broad spectrum of public health constituents and participants including federal, state and local public health officials, government officials, private individuals, physicians, nurses and other health professionals regarding opioid use disorder and related issues.

Required Qualifications

• Bachelor's degree or higher in Nursing.

• Licensed as a Registered Nurse (RN) or Advanced Registered Nurse Practitioner (ARNP) in the state of Washington OR eligible to obtain licensure within 6 months of hire date.

• Five (5) or more years (full-time equivalency) of public health nursing experience.

• Demonstrated experience designing and implementing trainings.

Desirable Qualifications

• A Master's degree in Nursing, Public Health, Public Administration, or closely allied field.

• Demonstrated clinical OR training experience related to opioids, pain, and opioid use disorder.

• Computer software skills/experience in the following:

o Intermediate-level MS Word or other word processing software to create, format, and edit tables, columns, and charts.  Import data, sort table data, and perform calculations in tables.  Insert and format sections, create headers and footers, and work with pictures and draw objects.

o MS Outlook or other electronic mail software to compose, send, and respond to electronic mail.  Utilize e-mail program functions such as calendars and meeting requests.

o MS PowerPoint or other presentation software to create, format, edit, and run slide shows.
