The Weighted Staffing Standards document linked here discusses allocating staff and services based on enrollment and other demographic factors. If the question is about how a school is budgeted for RNs/counselors by the Superintendent and how they arrive at the allocation, this document would work... Alki ES has not met any of the 3 criteria since first implemented for the 2016/2017 school year. Alki ES is not predicted to ever meet any of the criteria (unless criteria changes) and is 100% dependent upon PTA dollars in order to keep our .5 counselor. This funding has been proposed and voted on by PTA membership every PTA budget cycle since 2016.

Educational Requirements: Master's degree in counseling. Must submit official transcripts showing degree completion of any state's approved program leading to certification for the school counselor role Form 4098E or three years of out-of-state experience in the school counselor role Form 4020F-1 and completion of a comprehensive exam relevant to the role.
Required Coursework: To earn a Professional Certificate, applicants must attest to completion of an issues of abuse course [for more information see WAC 181-79A-030(9)]. This course must be entered into the PD Hours section of your E-Certification account prior to applying. Applicants must also attest to completion of a suicide prevention training approved by the Professional Educator Standards Board in the state of Washington within the five years previous to application. Form 4020S
Experience Requirements: For initial certificate applicants without a master's degree in school counseling and/or completion of a state-approved program leading to ESA certification, three years of out-of-state experience in the school counselor role and completion of a comprehensive exam relevant to the role are required.
Examination: Applicant must have successfully completed a comprehensive examination of the knowledge included in the coursework for the required master's degree in counseling or the National Counselor Examination of the National Board for Certified Counselors. Provided, that if any candidate has been awarded a master's degree without a comprehensive examination, the candidate, as a condition for certification, shall successfully complete the Praxis II specialty area test (code 5421) in guidance and counseling, administered by the Educational Testing Service. The minimum passing score is 156.
