This Guidebook, Pacific Islands Countries, the Global Tuna Industry and the International Trade Regime, outlines the major trade-related elements of the tuna fishing industry in the Western Central Pacific Ocean. In particular, it is meant to be a reference guide to assist government officials (particularly fisheries, trade and foreign affairs officials) and tuna industry operators to better understand the rules and requirements of international and regional trade agreements, and how they impact the fisheries sector. The Korean tuna fishing fleet has a long history of participation in the tuna fisheries of the Western and Central Pacific Ocean (wcpo), the largest tuna fisheries in the world. As one of the largest distant water fishing fleets operating in the wcpo, Korea has a strong interest in maintaining access to both eez s and the high seas, and ensuring sustainability of the region’s tuna stocks. The regulatory environment for tuna fisheries in the wcpo is complex and multi-layered, with regional, sub-regional and national legislation, regulation and policies all affecting tuna fishing vessels and operations. Management of tuna fisheries within Pacific Island eez s is increasingly being tightened, including through the introduction of zone-based management approaches, and Pacific Island countries are also advocating for improved management of tuna fishing in the high seas. This article reviews the importance of tuna fisheries in the western and central Pacific Ocean to Pacific Island Countries (PICs) and examines whether current and proposed institutional mechanisms for tuna management are sufficient to promote long-term tuna-led development. Potential gains exist from cooperation on tuna management; however, it seems unlikely such benefits will be realized in the short or medium term despite the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean. Without improvements in the institutional capability of many PICs the tuna fisheries will likely fail to sustain the region's long-term development. Greater effort should be directed to support multinational institutions that reduce harvests, allow for transferability of harvesting rights across countries and vessels, manage financial risk, and for initiatives that improve the capacity and government effectiveness of PICs.
This chapter will discuss the Pacific SIDS setting, the importance of the coastal and tuna sectors, their state, and sustainability challenges. It will also suggest some policy options to address the main challenges and assure the integrity and health of the fisheries resources while securing maximum returns for Pacific Islanders.

The State of Play of Access Agreements with Distant Water Fishing Partners: Implications and Options for Pacific Island Countries2007 •
The tuna industry in the Western and Central Pacific Ocean (WCPO) is one of the largest and most valuable fisheries in the world. Since the 1980s, Pacific island countries have used licensing agreements with foreign fishing interests – known as access agreements – to earn tuna-related revenue and control the environmental impacts of fishing, with only minimal success. To date, there has been little work detailing the structure of access agreements and assessing how this structure relates to economic and environmental outcomes in the sector. This article helps to fill this gap by providing an overview of various access structures and a detailed empirical assessment of how these structures are applied in access agreements between Pacific island countries and the major foreign fishing interests active in the region. This analysis is placed in the context of evolving regional fisheries management structures. The study reveals that while there is no uniform formula for access agreements, each structure is subject to distinct political, economic and environmental considerations that influence outcomes for Pacific island countries. As Pacific island countries develop the mechanism to allocate fishing rights under the new Vessel Day Scheme, drawing on their long history with access agreements will assist efforts to use access to achieve policy objectives. Improved transparency will enable Pacific island countries to identify successes and problems and adapt the Vessel Day Scheme allocation mechanisms accordingly.
