Under the banner of Operation Enforceable, specialists have been tasked with finding and arresting people "known to actively avoid police detection".
The suspects have around 1100 outstanding warrants and 640 unserved intervention orders between them.
More than 500 suspects have other outstanding police business including bail compliance, fingerprint identification and DNA orders.
It's the first operation of its kind, Victoria Police said.
"We will be knocking on the doors of these people and will not tolerate their violent crimes in any form," Family Violence Command acting superintendent Holly Dalrymple said.
"The message to family violence perpetrators is clear: closed doors will not protect you from being targeted and held to account - and this operation shows just how serious we are."
Police said most of the alleged offenders have been actively avoiding detection and have multiple outstanding warrants.
Some of the offenders are suspected of stalking, assault, intentionally damaging property and threatening to inflict serious injury against victims.
Acting superintendent Dalrymple said she wants "victim-survivors to know they can trust police to take action to make sure this violence stops."
