The Akaka bill was first introduced into Congress in July 2000. For about 4 years the bill's sponsors pursued a stealth strategy and there were not very many major articles in opposition. But during 2005 and 2006 the bill became highly controversial. In Summer 2005 the bill was expected to come to the floor of the Senate for a vote, so there were many major publications opposing the Akaka bill in high-profile newspapers and magazines nationwide. But Hurricane Katrina blew away the Akaka bill until the following year. In 2006 the bill actually was debated on the floor of the Senate for four and a half hours on June 6 and 7, leading up to the bill's failure on a cloture motion. There were many major publications surrounding that floor debate; plus transcripts of the speeches on the Senate floor taken from the Congressional Record. On January 17, 2007 the bill was once again introduced, and immediately attracted major opposition which continued throughout 2007 and 2008.
In 2009 - 2010 we were faced with a President Obama who made a speech on the Senate floor in June 2006 supporting the Akaka bill, and who said during his Presidential campaign in 2008 that he will sign the bill. We remember that in 2007 every Democrat in the House voted in favor of the Akaka bill when it passed the House, and in 2006 every Democrat in the Senate voted in favor of the cloture motion to bring the bill to the floor. In 2009 - 2010 there was an even larger Democrat majority in both the House and Senate. The bill passed the House in February 2010, but was never placed on the calendar for possible floor action in the Senate.
In 2011-2012 things were much quieter in the 112th Congress, partly because the elections of November 2010 produced a massive shift to Republican control of the House; so the Akaka bill never got a hearing in the House Committee on Natural Resources. In the Senate the bill easily passed the Committee on Indian Affairs early in 2011 but remained dormant. Then a brand new version of it on steroids passed the same committee in September 2012. The new bill is very unlikely to come to the floor of the Senate due to short time and the fiscal cliff; and if it did get to the floor it would surely be filibustered by Republicans who have 6 more members than in the previous Congress. But the new bill will be the legacy left by retiring Senator Akaka and will likely be introduced by his successor in 2013. A stealth attempt by Senator Inouye toward the end of 2011 to insert a sentence into a budget bill to place the Akaka tribe onto the list of federally recognized tribes was defeated by vigilant Republicans in the House who stripped Senator Inouye's sentence out of the budget bill during its trip to the conference committee. Lack of Congressional activity resulted in no major publications in national media opposing the Akaka bill. However there was major activity in the Hawaii legislature during 2011 which began a process to create a state-recognized Akaka tribe; thus there were a few major publications in local Hawaii online media.

Richard Engle is the President of the National Federation of Republican Assemblies. On January 29, 2004 he circulated a parody of support for the Akaka bill. He says he will support the bill if it is amended to add recognition for his own highly persecuted and under-privileged tribe of Native Slavo-Gaelics.

Jerry Coffee (Captain, U.S. Navy, Retired) was the pilot of a reconnaissance aircraft flying over North Vietnam when shot down in 1966. He was held as a prisoner of war until released in 1973. In March 2005 the Honolulu Star-Bulletin conducted an on-line poll which asked the question "Would you like to see the Akaka bill become law?" When the poll ended, the votes were "Yes" 436 and "No" 1301 -- a resounding 75% opposed. This in the only time public opinion on the Akaka bill has ever been gathered in a survey open to anyone who cared to participate. That is important, because the State of Hawai'i does not allow citizens to place "initiative" questions on the ballot; and even Constitutional amendments must first be approved by the Legislature before being placed on the ballot. SUMMARY
There are strong similarities between the Hawaiian sovereignty movement and the Chicano nationalist movement. The 2003 Gubernatorial recall campaign in California focused public attention for a few days in August on the radical agenda of an ethnic nationalist group to which Lieutenant Governor Cruz Bustamante belongs. This Chicano-power group is MEChA, or Nation of Aztlan. Its view of history and demands for nationhood are strikingly similar to the Hawaiian sovereignty movement.
A bill now being considered in Congress, S.147 and H.R.309 (the Hawaiian Government Reorganization bill), would give federal political recognition to an ethnic group in Hawai'i as though they are an Indian tribe. This bill is pork barrel politics, designed to protect 160 racially exclusionary government programs for "Native Hawaiians" which will otherwise be ruled unconstitutional by the courts. But the same misguided theory that would allow Congress to convert an ethnic group into a racial separatist government in Hawai'i could also be used to support racial separatism and eventual independence for "indigenous" people of Mexican ancestry in California, Arizona, New Mexico, Texas, and perhaps other states. Anyone concerned about MEChA, Nation of Aztlan, or Chicano nationalism should also be concerned about Hawaiian nationalism, and vice versa. The success of one would help the other both politically and legally. There are also parallels to Black nationalism and demands for reparations for slavery.
What makes Hawaiian nationalism of special concern to the rest of America is that it may be the first nationalist movement to succeed in establishing a government, thanks to the support of Hawai'i's powerful senior Senator, Daniel Inouye. S.147/H.R.309, the Native Hawaiian Recognition bill, would give a political and legal victory to Hawaiian nationalism, setting a precedent for other ethnic nationalist movements. Our country is strong enough militarily to defeat any foreign enemy. Our most dangerous enemy comes from within -- the idea of race-based rights and ethnic nationalism. S.147/H.R.309 is the thin edge of a very large knife poised to dismember America. That is a very good reason why Senators and members of Congress from throughout America must oppose this disastrous legislation.

On July 5, 2005 the Grassroot Institute of Hawai'i released the report of a scientific survey of Hawai'i's people done by an out-of-state professional survey company. The survey showed that out of 10,000 people who were called on the telephone, 67% of those who responded to the question said they are opposed to the Akaka bill. Furthermore, 45% feel strongly enough about this issue that they are less likely to vote for any politician who supports the bill. Huge Poll Shows Strong Opposition to Akaka Bill

An audacious polling effort, calling every single household in Hawaii, and gaining responses from 39,000 of the total 280,000 households, shows strong opposition to passage of the Akaka Bill S147/HR 309.
The poll was commissioned by the Grassroot Institute of Hawaii. Polling was conducted by FEC Research between June 29 and July 10. When asked, "Do you want Congress to approve the Akaka Bill?" only 28.2 percent of registered voters answered "yes," 56.8 percent said "no," and 15.0 percent did not answer. Counting noes over only those who responded to the question, 66.8 percent oppose the passage of the Akaka Bill.

The annual convention of the National Federation of Republican Assemblies meeting in Dallas adopted a resolution opposing "the enactment of any provisions of the Akaka Bill to include the establishment of a native Hawaiians-only government, program, department or agency as well as the division of the people of Hawaii by race or ethnicity through congressional legislation, presidential order, executive branch powers, or via regulatory implementation ..."

September 16, 2013: 4 of the 8 members of the U.S. Commission on Civil Rights jointly wrote a strongly-worded 5-page letter to President Obama opposing any attempt to use executive action to give federal recognition to an Akaka tribe. The letter reiterated reasons for opposing the concept of the Akaka bill, expressed in several official statements by USCCR in previous years, and added objections to the new concept of using executive authority to do what Congress has refused to do for 13 years. THE PEOPLE SPEAK
The Hawaii newspaper with largest circulation conducted an online poll advertised in the physical newspaper, asking "What kind of future do you favor for Native Hawaiians?" Four choices were offered. The winner, with 41% of the vote, was "No entitlements at all." In second place "Federal recognition" with 31%. "The status quo" got 22%; and "Independence" got only 6%.

August 1, 2014 four U.S. Senators sent a letter to Sally Jewell, Secretary of the Department of Interior, protesting the Advance Notice of Proposed Rulemaking where by DOI intends to create a Hawaiian tribe and give it federal recognition. Senators Lamar Alexander, Tom Coburn, Jeff Flake, and Mike Lee said "The action proposed in the ANPRM is at worst unconstitutional, and at best offensive to the character of a country devoted to the advancement of all its citizens regardless of race." The letter cites the repeated refusal of Congress to pass the Akaka bill, the letter from four Commissioners of the U.S. Civil Rights Commission warning that recognition through rule-making would be both unconstitutional and bad public policy, and language from the Supreme Court decision in Rice v. August 19, 2014: This was the final day to submit testimony regarding the Department of Interior Advance Notice of Proposed Rule-Making to create a Hawaiian tribe and give it federal recognition by an administrative procedure without Congressional action.
