Salary Grade NC11/ Hiring Range - $42,464.00 - $74,313.00

Position serves as the Division Utility Coordinator who will be responsible for developing utility relocation strategies and providing coordination services to accomplish removal, relocation, and modification of utility facilities (water, sewer, gas, electric, telecommunication, etc.) impacted by highway improvement projects. Services include, but are not limited to, development of a Utility Analysis & Preliminary routing report, utility relocation schedules, and utility plans and estimates. Responsible for authorizing utility company relocations and administration of contracts consisting of utility relocation agreements for adjustments to existing and proposed facilities and encroachment contracts (permits for occupancy of highway right of way) due to highway construction. Implements advanced engineering criteria and innovative construction methods in the coordination, relocation and placement of utilities along highway rights of way and proposed corridors while adhering to applicable environmental regulations and roadway design standards. Reviews complex highway plans in various stages of completion for accuracy of utility data, conducts field inspections for verification of data contained therein, and consultation with interdepartmental units and utility owners.

Knowledge, Skills and Abilities / Competencies

  • Experience in overseeing multiple projects simultaneously and completing assignments within specified time requirements
  • Experience performing work-related tasks/duties independently or with limited supervision
 
Additional Expectations:
Employee must have knowledge of the principles and practices of Civil Engineering, including highway construction and maintenance methods and techniques. Must have the ability to read and interpret highway construction plans and analyze and solve difficult highway maintenance and construction problems. Must have the ability to communicate orally and in writing with DOT staff and employees, Governmental Officials, Private Engineers and Developers, and the general public. Experience with personnel management is preferred. Must have the ability to operate computer using Microsoft and SAP applications. Employee will be subject to outside environmental conditions, noise and traffic hazards and will be required to traverse difficult and steep terrain. Travel to field sites for meetings and investigations with occasional overnight travel is required.

Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
