NCDOT’s Office of Historically Black Colleges and Universities (HBCU) Outreach Program educates the public and build strategic alliances that support NCDOT’s commitment to creating an inclusive and diverse workforce through its engagement with HBCUs and minority serving institutions.

The program focuses on recruitment, innovation, research and development, education, and engagement. These are components essential to achieve NCDOT’s mission of “connecting people, products, and places safely and efficiently with customer focus, accountability and environmental sensitivity to enhance the economy and vitality of North Carolina.”
As a multimodal transportation agency, the department manages the state’s highways, ferries, aviation, rail, public transit, and bicycle pedestrian paths. The HBCU Outreach program strengthens this development through the cultivation of diverse students and strategic alliances with HBCU/MSI.

Through outreach efforts, students and alumni of HBCU/MSI are provided the opportunity to work with NCDOT professionals as interns and fellows while the institutions can create innovative and cutting-edge research projects supporting transportation.
 
The Program Analyst is responsible for overseeing, planning, program design, implementation and monitoring of current and new educational programs within NCDOT’s Office of HBCU Outreach.

Knowledge, Skills and Abilities / Competencies

  • Experience working with all levels of management and employees, as well as with the public, community leaders, state, federal, secondary and post-secondary educational institutions
  • Experience working with college students
  • Working knowledge of laws, policies, and procedures relative to Title VI
  • Skill in program analysis, data collection, and evaluation
  • Working knowledge of Microsoft Office (Word, Excel, Power Point)
  • Experience composing written communication for a diverse audience and presenting information to a diverse audience
 

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
