Todd Jarvis is an engineering geologist, water rights examiner, and mediator specializing in dispute prevention and conflict resolution for groundwater, aquifers, and water well construction. He works at the Institute for Water & Watersheds at Oregon State University in Corvallis, Oregon, one of the 54 Water Resources Research Institutes funded by the US Geological Survey and distributed across the United States and US territories. He is a board member on the Oregon State Board of Examiners for Engineering and Licensed Surveying.

Description

Groundwater depletion in Oregon is a media darling. The 2016 "Draining Oregon" exposé in The Oregonian prompted the Oregon Water Resources Commission to consider sustainable groundwater management planning yet groundwater depletion is current news today. The institutional response has thus far followed a pedagogy of learning from good practice and failure. Like an undergraduate college diploma, the Oregon Groundwater Sustainability DIPLOMA framework acknowledges that the requirements for graduating varies by discipline and jurisdiction. Different skills and flexible requirements will be essential for the statewide groundwater curriculum. Extra credit can be earned through innovations in new sources, new options for storage, new agreements, and new toolkits for groundwater and aquifer stewardship.

Learning Objectives

  1. Describe unsustainable groundwater utilization in volcanic rock aquifers
  2. Endorse conflict resolution through aquifer user agreements and "honest brokers" in the academies
  3. Demonstrate transdisciplinary strategies to develop groundwater portfolios
