JOB ANNOUNCEMENT The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open-source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation position. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC). Position: Sample Transport Advisor Reports to: Program Director Location of Work: Yaounde, Cameroon Number of positions: 1 Type of contract: Permanent Position Summary: The Sample Transport Advisor is responsible in supporting GU and MOH in strengthening integrated specimen referral system with major focus on Molecular platforms, POC; GeneXpert, culture and DST to improve the diagnosis and Management of HID/AIDS TB and MDR-TB patients. The advisor will support the effort to ensure effective systems are put in place for reliable and safe specimen collection, pick-up, transport, and result delivery from/to all sites that require tests to be conducted at their back-up and referral laboratories. S/he will also assist GU and regions to standardize and periodically review working procedures for sample transport and result communication. Similarly, procedures will be developed and reviewed to ensure that results are provided in a timely manner so that maximum care is achieved. The Sample Transport Advisor supports GU to strengthening the implementation of electronic sample tracking and result delivery mechanism and other applicable technologies which can improve data management system in this regard. Furthermore, s/he will work on network structure strengthening. Essential Functions: • Study current transportation systems, analyzing effectiveness, use, and needs • Study proposed transportation projects, analyzing the strengths and weaknesses of the plans • Evaluate the legality of current and proposed transit infrastructure • Draft reports outlining findings and recommendations • Recommend acceptance, rejection, or modifications for proposed plans • Recommend modifications to current plans to improve efficiency, reduce environmental impact, reduce cost, and implement other improvements • Design plans for new infrastructure projects such as car parking, bus facilities, or bike lanes • Present plans to various legislative organizations and groups and negotiates cooperation • Submit bids and writes grants to secure funding for projects • Oversee the implementation of proposed changes and developments • Adhere to timeline and budgetary constraints • Strengthen and support GU on the implementation and management of integrated specimen referral network activities including the coordination of MOH specimen transport, cold chain vehicle and specimen referral System function • Assist GU on Strategic and annual plan development and implementation for integrated specimen referral service focusing on GeneXpert, DST, PT panel, EQC • Support GU and regions to review the current specimen referral system or referral map, specimen transport and result notification system as necessary • Support to ensure proper specimen tracking and monitoring system • Provide technical support to GU and MOH to develop supply and logistics plans for integrated specimen referral activities • Provide support GU /MoH to ensure the availability of Guidelines for specimen transport and job aids in health facility labs and proper use of SOPs for integrated specimen collection, transportation and result delivery • Provide consultation, coordination and technical support to regional couriers services to ensure specimen integrity and biosafety during transportation • Provide support to review or update the current specimen referral in-service training and on job training materials • Identify areas for crosscutting collaboration with other implementing partners with regard to integrated specimen referral issues • Provide technical support through supportive supervision and review meeting • Perform other related duties as assigned Qualifications and Experience: • Bachelor’s degree in Logistics or related field required • At least five years of related experience required • Excellent verbal and written communication skills with ability to write clear reports, communicate findings, and articulate proposals • Thorough understanding of governmental transport and planning policies • Ability to model and analyze traffic flows using mathematical techniques and computer applications • Strong analytical and problem-solving skills • Proficient with Microsoft Office Suite or related software Instructions for Submitting Applications 1.
