Salary Grade: NC19   Salary Range:  $61,209 - $107,116

The Funds Administration Section of the Financial Management Division is charged with ensuring the department’s funds- both its appropriations and cash are fully and effectively utilized in accordance with Session Law 2001-424, Section 27.23(a).  This law required the NCDOT to (1) utilize cash flow financing to the maximum extent, (2) establish necessary management controls to facilitate use of cash flow financing, and (3) strengthen the project delivery process by reorganization of preconstruction functions in order to expedite project delivery and maximize use of cash flow financing of projects.  This position reports to the Spend Plan Manager.  

The Business Systems Analyst is responsible for planning, development, testing and validation of statistical forecast models and complex databases in relation to transportation capital projects.  This position will analyze extensive and complex sets of information, including project schedules and projected cash outlays, to identify issues and options; and provide documentation to support analysis.  The position directs the generation of detailed projections and financial reports in a variety of formats including SAP, BI, SAS, Power BI, Tableau, Access, and Excel. The position plans, develops and directs the use of analytical forecasting tools and financial reports to advise the Department’s Board of Transportation, Financial Planning Committee (FPC), and Executive Leadership, as well as OSBM and DST.   The position works with NCDOT internal business units, NCDOT IT, and contracted firms in development and validation of forecasting models and databases, as well as reporting analytical analysis.  

Knowledge, Skills and Abilities / Competencies

  • Experience defining and developing complex forecasting models and procedures, including descriptive statistics, inferential statistics, time series forecasting and multiple regression forecasting.
  • Thorough knowledge of the programs and capital projects of the department 
  • Experience and proficiency in accounting and analytical software, including SAP, BI, SAS, Power BI, Tableau, Access, and Excel 
  • Experience interpreting and analyzing policies, procedures, and financial data, including public sector finance and the financing of public sector capital projects
  • Demonstrated ability to verbally and in writing communicate financial analysis and reports to various levels of internal and external stakeholders  
  

Minimum Education and Experience Requirements

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
