Access to Civics Content and Effective Instructional Approaches

Abstract

Civic education is an increasingly salient topic in research, policy, and practice. However, the recent empirical evidence on access to civic education is limited. We build on prior research using rich survey items from NAEP Civics 2018 and other national datasets. We highlight disparities in civic education opportunities along a range of dimensions including student characteristics, school characteristics, and state characteristics among a national sample of more than 10,000 eighth-grade students. Our findings conflict with prior evidence regarding disparities in access by race, ethnicity, or socioeconomic background. Other novel findings include disparities across school type, school location, census region, and state testing policy, among others, as well as novel estimates of variation within versus between schools nationally.
