The Utilities Unit facilitates and manages the relocation, adjustment, removal, and addition of utilities along highways and rights of way the N.C. Department of Transportation owns, while maintaining and preserving the integrity of the highway system and ensuring the safety of its users. The Utilities Unit serves as the subject matter experts on utilities within state rights of way.

Within the Utilities Unit, the Encroachments Section supports the statewide encroachment process for new installations within NCDOT maintained Rights of Way (including Broadband providers); coordinates activities for Broadband efforts in NCDOT rights of way in collaboration with the NCDIT Broadband office; provides input to field offices; manages reviews of specialized utility encroachments; and interprets policy and engineering principles related to encroachments.

This position is responsible for facilitating the broadband and wireless infrastructure and alternative uses of NCDOT right of way initiatives statewide.  The position conducts complex engineering evaluation, planning, design, review, and approval, and/or determination of environmental and safety impacts of work processes and highway systems, NCDOT projects, mapping, and/or highway assets related to broadband and wireless infrastructures and alternative uses (such as solar, Electric Vehicle charging, wind, and roadside environmental).  This employee provides consultation with other State agencies, oversight of initiatives of the Consolidated Appropriations Act (2018- commonly referred to as the ‘‘MOBILE NOW Act’’) with other statewide telecommunication and broadband plans and State and local transportation and land use plans, support to NCDOT field offices dealing with broadband and wireless communication providers in NCDOT right of way (ROW), and collaboration with other NCDOT business units related to NCDOT telecommunication assets as well as processes for alternative uses in right of way.  

The duties for this position include the following: Coordinates reviews, implementation, and approval of NCDOT broadband projects/plans and alternative uses of right of way according to codes, policies, and regulations; Provides project management input related to NCDOT installation of broadband infrastructure and alternative uses of right of way in applicable Federal-aid highway projects, ensuring that any existing broadband infrastructure entities are not disadvantaged; Reviews and recommends responses to unsolicited proposals for broadband deployment in NCDOT right of way assuring compliance with NCDOT policies and procedures; Supports the registration process for broadband and wireless infrastructure entities that seek deployments in NC and collaborates with NCDIT’s electronic notification system for broadband infrastructure entities identified in NCDOT projects of the State Transportation Improvement Program (STIP); Provides technical expertise and reports developments and recommends processes, resources, products and/or policies to senior NCDOT leadership and other business units related to continuously changing technologies surrounding broadband and wireless deployments and alternative uses of right of way, including autonomous vehicles and EV charging; Performs reviews for complex and/or new technology involving telecommunication and alternative uses of right of way encroachments as appropriate and provides best practices and training in various formats for telecommunication providers submitting encroachments to NCDOT; Work assignments may involve unique factors and be lacking in precedence on which to base decisions and may be technically complex as evidenced by a high number of variables and inter-related considerations. Work is often performed independently requiring professional knowledge of complex and/or detailed technical procedures. Work may require considerable public contact to explain standards, regulations, and technical assistance, and may require negotiation to determine the feasibility of project implementation.

  • Experience reviewing engineering plans and scopes of program/project specifications for completeness, compatibility, constructability, and compliance with engineering principles, standards, codes, and design needs.
  • Experience independently determining priorities, processes and procedures while exercising a wide range of decision-making, analytical thinking, and judgment to resolve/approve major project/program changes and/or conflicting design constraints.
  • Experience in communicating complex technical information orally and in writing in a clear, concise, and organized manner and modifying delivery based on the audiences’ knowledge base.
Additional Expectations:
Proven work experience as a project engineer/manager with thorough knowledge and understanding of engineering concepts, practices, and theories used in the transportation engineering and telecommunication engineering.  Employee should also possess a thorough knowledge of internal NCDOT organizational structure, planning processes, project processes, and/or permitting processes in NCDOT right of way.  Employee may be required to participate and lead as needed in the development of long-range strategic goals related to broadband and telecommunications needs applicable to NCDOT.  Experience performing reviews of encroachments and/or utility relocations and utility design for NCDOT projects is considered a plus.



Minimum Education and Experience Requirements

Bachelor degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
