The Organisation

The Department of Local Authority (DLA) and United National Development Programme (UNDP), under the Governance for Resilience Project (Gov4Res), have signed a partnership agreement in August 2022. The partnership focuses on strengthening DLA’s capacity, processes and mechanisms for risk informed planning, financing, and implementation.

The Position

This position aims to enhance DLA's resilience measures integration into Ministry policies, plans, and procedures, supporting subnational planning for Area and Provincial Councils, and providing strategic research.


The primary purpose of the position is to strengthen the capacity, systems of DLA to identify, capture and communicate evidence-based information for risk informed planning, financing and implementation processes. The incumbent will support the establishment of partnerships and data-sharing arrangements between DLA and key partners in government and external stakeholders. The role will also support in developing and managing communication strategies for internal and external partners.

Essential Selection Criteria

► Bachelor Degree in communication, journalism, management or relevant social science field from a recognize university or equivalent.

► Minimum of 5 years of experience in this field or similar

► Proven experience and technical knowledge of communication; information management; partnership liaison

► Experience in using systems and data to generate accurate and sound analysis and reporting is desirable;

► An understanding of the Area Council and Provincial Council structures.

► Considerable understanding of organisation’s goals and objectives.

► Knowledge of Microsoft software applications and specialized software packages such as for database platforms; is desirable

► Exceptional organising, planning and time management skills.

► Demonstrated ability to work effectively either as an individual or member of a team and relate effectively with staff at all levels.

► Demonstrated ability to think and analyze strategically

► Sound leadership and supervisory skills

► Exceptional communication and report writing skills

► Service oriented approach, with a commitment to supporting the operation and corporate environment of the organizaztion.
