Salary Grade: NC24 Salary Range: $ $80,011-$156,021

The Team Lead oversees two Senior Project Managers who supervise teams of Project Managers responsible for the delivery of assigned portfolios of centrally-managed STIP projects.  These teams are responsible for pre-construction activities and tasks to develop assigned projects from the initial scoping phase through the letting of a construction contract.  

The Team Lead provides direction, leadership, supervision, technical guidance and advice to the team members to ensure the establishment and obtainment of project goals, objectives, deliverables, and schedules.  The position promotes risk identification and the implementation of mitigation strategies to ensure projects remain on scope, schedule and budget. Additionally, the position provides technical direction and expert advice to support resolution of elevated project-related issues, and decisions on complex engineering, design, environmental and public involvement matters. The Team Lead reviews key project deliverables for quality assurance while ensuring deliverables comply with all federal and state laws, rules, regulatory actions, policies, and procedures.  

The Team Lead attends and supports project managers leading project meetings, fosters effective teamwork, communication, coordination and collaboration, and may work directly with senior leadership, local, state and federal government representatives, professional engineering firms and Division and technical staff to resolve project issues, discuss project specifics and relay project status and updates.  

This position is responsible for financial and human resources management required to meet project delivery goals.  Additionally, the position sets performance measures, goals, and objectives, and measures progress for the section and staff, executes the performance management system and makes hiring decisions. The position also ensures timely and proper administration of contracts with private engineering firms, including scopes of services, consultant selection, man hour/cost estimates, progress reports and invoice review/payment, and monitor contract costs against available funding.  

Knowledge, Skills and Abilities / Competencies

  • Experience developing transportation infrastructure projects, including project planning and decision-making, preliminary and final design, and related technical/engineering analyses.
  • Experience with project management related to scope development, schedules, budgets, quality, and risk management. 
  • Experience with overall project delivery processes and related transportation and highway engineering, techniques, practices, procedures, and applicable requirements.
  • Experience with development and administration of professional services and engineering contracts including scoping, estimating, negotiating, QA/QC, invoice review/approval, project closeout, and performance evaluation. 
  • Experience supervising staff, including performance evaluation, employee development and coaching. 
  • Experience organizing, developing, and leading multi-disciplinary teams and providing updates to Senior Leadership and project stakeholders. 
  • Experience supervising permanent employees, contractors and/or consultants.

Minimum Education and Experience Requirements

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of six years (6) progressive engineering experience including four (4) years of supervisory experience.

Necessary Special Qualifications:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
