The North Carolina Division of Motor Vehicles facilitates safe mobility and access to opportunities that enhance the lives of the people who live, visit, and conduct business in North Carolina.

The primary purpose of the Strategy, Research and Planning (SRP) section is responsible for the Division's legislative affairs, business intelligence, analytics, project management, special projects, and program support needs. The Division is better prepared to develop and maintain business process models, quickly analyze change proposals, develop strategic, operational, and business plans, and formalize strategies for the on-going modernization efforts. The Strategy, Research and Planning section also provides the Division with an enterprise-wide approach to determine how data is defined, used, processed, and archived so that information may be more readily available to access, analyze and consume to improve and optimize decisions and performance.
 
The SRP section is responsible for managing strategic thinking, research and planning for the Division. SRP also implements the Division's Strategic Plan, manages the legislative agenda, oversees policy development, data and information governance, and organization modernization efforts to assist with change management. SRP facilitates the flow of motor vehicle data, both internally and externally, to ensure the conformance by all requesters with pertinent statutes and organizational policies and procedures pertaining to multiple requests for motor vehicle data. As a result of the many functions handled by automated programs, this office provides the Division with a centralized repository for receiving requests for motor vehicle data, processing requested data, distributing requested data. This unit also monitors online access to Division records and data by external users.

The Program Analyst’s primary responsibility is to formulate regulatory and legislative proposals across all sections of the Division; direct the research, development, composition, planning and implementation of specific initiatives approved by the Office of the Commissioner. The legislative initiatives are strategic in nature and require close monitoring and tracking, to include drafting special provision language and responding to fiscal research inquiries; rulemaking; writing and/or coordinating completion of legislative reports within the specified time frame. This position will research and analyze strategic choices and initiatives and make recommendations to further the mission of the entire Division. This position will work with other personnel to amend, repeal and/or adopt directives which will ensure that the goals set forth by the Division are met. This position will manage the DMV administrative rule program This position works under the general direction of the Director of Strategy, Research and Planning.

The person in this position collaborates with internal and external stakeholders to determine the needs of the branches/units of the Division through the gathering and analysis of data and information to determine the feasibility, functionality, logistical and financial considerations needed to make programmatic recommendations and justifications. Responsible for making written recommendations and reports on assigned projects to the leadership of the Division that bring solutions to identified problems. Assist in reviewing, researching, evaluating, and recommending the grant opportunities that are relevant to the operation of the Division (process improvement grants; electronic verification; artificial intelligence), including assisting staff with budget development and other components of the grant application or funding proposal. Responsible for the research and development of policies and procedures for the business units of the Division.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of administrative rulemaking N.C.G.S. Chapter 150B policy (uniform system of administrative rule making and adjudicatory procedures for agencies) and process to include Office of State Budget Management (OSBM) fiscal analysis notes and rule revisions. 

  • Knowledge of policy analysis, legislative practices and research and evaluation techniques. 

  • Demonstrated ability to assess the impact of regulations, procedures, and legislative proposals; demonstrated ability to plan, coordinate, direct and evaluate programs and work; apply project management methodology; and the demonstrated ability to maintain effective working relationships with state, federal, and local agencies, as well as the general public. 
 
  • Demonstrated ability to gather and analyze business and technical requirements and prepare detailed reports; and the demonstrated ability to conduct detailed analysis and forecast for impacts to the Division.
 
  • Knowledge of program evaluation, and organizational management. 

Minimum Education and Experience Requirements

Bachelor s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
