'He's as evil as they come': Drifter 'who burned cheerleader to death' has been tied to stabbing of Taiwanese exchange student

The chief suspect in the burning death of cheerleader Jessica Chambers has been tied to another death of a Taiwanese exchange student.

Quinton Tellis, of Courtland, who was charged with first degree murder of Chambers in December 2014 Tuesday, is also likely to be charged with the death of Meing-Chen Hsiao, say detectives.

Tellis, 27, was arrested in August 2015 in crimes connected to Hsiao's death and it is believed that she and Tellis had established a relationship, reported the Clarion-Ledger

Monroe detectives said Hsiao, 34, an exchange student from Taiwan, and Tellis had known each for a number of months.

Police Detective Chris Bates told Clarion-Ledger: 'She had helped him out. They had established a relationship, from what I gathered. 

'Was it an intimate relationship? Possibly. She allowed him in and out of her apartment.'

Hsiao - known as Mandy - was found dead in her Monroe, Louisiana apartment on August 8, a week after she had been reported missing. 

She had died of stab wounds and police had noted that the homicide appeared to be 'very personal'. 

Bates said investigators are certain that Tellis will be indicted in Hsaio's death as well.

He told Clarion Ledger: 'We're getting everything together, so when they do indict him on that homicide, they want to make sure. We're certain, but we want to make sure we get a conviction.' 

Quinton Tellis is also suspected of setting fire to 19-year-old Chambers' car in Courtland, Mississippi, and leaving her there to die on December 7, 2014.

The pair were allegedly in a relationship, having both attended South Panola High School in Panola County, according to the Clarion Ledger.

He is believed to be the last person that saw her before she was burned. 

Police said Chambers had been associated with Tellis for about two weeks before she was killed but her family had no idea who he was.

He has been described as a 'loner' who 'knows the game'.

According to jail records obtained by Clarion Ledger, Tellis has already been charged with the illegal use of Hsaio's credit cards and possession of marijuana. 

He goes on trial in Louisiana on May 9 for the alleged use of Hsaio's credit cards but Bates said Louisiana will try him as a habitual offender, which means that even if he didn't have the capital murder charge in Mississippi, he would serve life in prison if convicted.

Bates said that Tellis fits the profile of a serial killer, which is defined as perpetrators of two sequential homicides share similar characteristics to those that commit additional murders

He told Clarion Ledger: '[Tellis is] the reason prisons were built. He's as evil as they come.

'He's not going to get out of jail, ever. We want the public to know he's not going to get out of jail, he'll be there for the rest of his life, and he'll never do this to anyone again.' 

If convicted on all the charges, Tellis faces a possible death penalty, and at least life in prison at Angola or Parchman.
